Project Location: adj. to the Tar River, at 419 W. Main St., in Washington, Beaufort County.
Proposed Project: Minor modification request for CAMA Major Permit # 125-07. The
applicant proposes to shift the alignment of the proposed dock landward 6"
resulting in only + 5.5' of dock over the water and increase the width of each
finger pier from + 2' to +2.5' to increase the walkway for safety concerns
and to allow the use of concrete sections in the construction.

Dear Mike,
I am contacting you in follow up to our conversation several weeks ago about
minor proposed changes to our dock plan under CAMA Permit 125-44.
The CAMA permit presently held allows for replace/repair of 212 linear feet of
dock 6 ft. wide all spanning over water. We would actually like to shift the
dock landward by 6 inches so that only 5.5 ft. of decking and dock will span over
water/bottom. This landward shift will result in a 106 sq. ft reduction of decking
coverage over water (Figure 1).
Secondly there is an existing 2.5 ft. wide x 187 ft. long bulkhead with concrete
cap abutting the existing dock. As we replace the decking of our main dock, we
would like to also deck back landward to cover over the top of the bulkhead cap.
This change would allow us to transition the walk-way/entry from the adjacent
grounds onto the new dock without a height change as well as covering the
unsightly concrete cap. This would be a safer scenario for people walking on and
off the dock and would eliminate trips and possible hazards of stepping on or
over the existing concrete cap. If allowed to deck landward as described, the total
deck width would then become 8 ft. wide as opposed to 6ft. wide. however there
is NO additional coverage over water as we simply propose to cover over the top
of the existing concrete cap for aesthetics and safety reasons (Figure 2).

Last, the existing CAMA permit allows for construction of (6) catwalks that are
designed 2.0 ft. wide x 15 ft. long. After looking at numerous other docks in the
region, we feel the 2.0 wide catwalk design presents a real safety hazard due to
being so narrow. By the time cleats are installed on each side of the catwalk. the
actual travel area is reduced to only 1 ft. 4 inches. It is our understanding from
talking with other dock owners that 2.0 ft is just too narrow for catwalks
and commonly causes accidents including trips and falls overboard. We would
like to modify the catwalks to 2.5 ft. wide (Figure 3). The proposed change to the
catwalks would increase coverage over water by 45 square feet. Please note that
when taken into consideration with the landward shift of the entire 212 ft. main
dock by 6 inches will result in an overall NET reduction of 61 SF for the project.
In summary, the net result of the above requested changes will reduce the
overall impacts to submerged bottom and public trust waters by a total of 61 SF.
Further. it significantly increases the safety of the dock system by slip owners
and the general public.
Please confirm that these changes are acceptable with your agency. We have
just given Hopkins Marine Construction the green light to start the project and
want to be sure that his company is properly advised as to how to proceed. Also,
at your direction, I have included a check for $100 with this correspondence as
