On or aboui Aprii 2014; an in p�rson meeting with DWR and DOT-NES, dis�ussed the
2007 DWR buffer guidance memo (see attached) At that time, it was deaded that the I-
5405 pro�ect fell within the existing use clause of the memo and there would be no buffer
impacts

a) Design team exp�esseci utiiization of avoidance and mmimization to avoid bufFer
impacts, descnbed as optimization of use of the existing transportation facility
and staying within those constrainis—therefore, no new impacts to the buffers

5 There was no place to construct hazardous spill basins on any of the causeways without
abandoning avoidance and minimization precedent already set and employing egreaious
amo;ants of b�!fFer impact�.
Based on historical c�nversations, plans submitted that shovved no impacts oUtside of ihe
existing corridor on the causeways, the buffier rules did not ap�ly Hazardous spills basins
were not added because of the enormoUs buffer/surface water impacts required to construct
them
