Dear Mr. Setzer:
On April 4, 2007, I visually inspected the construction work on NC Highway 281 in Transylvania County.
The construction work is getting underway with the area being grubbed. Sediment and erosion control
structures appear to be in good shape. Please ensure that all sediment and erosion control structures are
maintained and that seeding and mulching are performed as needed to protect downstream waters. A copy of
the inspection report is attached to this letter.

Additional comments:
Inspection on April 4, 2007_ Project is well underway. Both contractors have the area grubbed from
top to bottom. Contractors are waiting to start major construction until after the April 15 trout
moratorium. Sediment and erosion control devices look good. Some brush barriers have been
installed on the USFS land. Also, plastic pipe has been installed at the stream relocation site to
prevent sediment from entering the stream while construction is taking place.
