I am pleased that the Pocosin blocks (3-5) appear to be restoring a natural community. I don't think there are any other pocosin mitigation sites in NC at this time. Also, I am not concerned about the heights of the volunteer species in Blocks 1 and 2. 1 believe that the success criteria requires that no single volunteer species may average more than twice the height of the planted trees. From the monitoring report, Blocks 1 and 2 both meet this criteria. It seems that the sponsor has mistaken the success criteria to require that the planted species be twice the height of the volunteer species, but that is not the correct requirement. Thank you for the opportunity to review this project. Please call or email if you have any questions. Kathy Matthews USEPA - Region 4 Wetlands Section 109 T.W.
