This pipe replacement project is underway. The proposal for the channel change on the outlet was to rip rap only the
banks. Given the space limitations (a retaining wall on one side of the creek and large trees that would have to be cut on
other side), the equipment has to be operated from the roadway and straight down the slope making armoring only the
banks of a newly cut channel next to impossible from that angle. Also there is quite a grade change from the pipe outlet
down to the tie in point. Therefore in order to provide a stable finished project and to minimize over all disturbance, we
propose to rock the entire length of this channel change including the base. The rock in the flow line will be pressed as
tight as possible. This rip rap plus natural sand moving through the system should create a nice stream bottom. On the
inlet the area is so flat that water will naturally flow into the new pipe without having to cut and armor a new channel. I
wanted to make you aware of this constructability issue and need for changes. This project should still meet the
conditions for using a NWP 3 and NWP 13 with no formal permit modification. I am providing you with a revised permit
sketch for your records and concurrence.
