It no longer flows into the combined cycle's stormwater system; it has been routed so that it eventually flows to the same area as AOW S-09. I was out of the office a few days this week and will close the loop with you on this information soon. For now the aerial photo will suffice, but I'll get back to you about whether the Stormwater Drainage Site Plan needs to be revised with that drainage boundary before the permit draft is finalized. Regardless, it is a task that will need to be completed for the SPPP's Site Overview site map for this facility once under the permit. I'll continue working on the draft permit and fact sheet for EPA's review, and I'll update you with the status as I'm able. We can move forward with finalizing a draft permit for that site; it will need to go to EPA for review before public notice. We don't know if they will take the full 90 days for review, but we would move forward with the notice as soon as we had their approval. We will send Buck Steam Station and Buck CTCC at the same time, so that draft permit needs to be finalized too. Buck Steam Station's draft permit should be close to being ready (Rick Riddle is the permit writer). For me to complete the draft permit and fact sheet for EPA, I need the following information: (1) You said one of the engineers determined that none of the toe drains from the ash basins drain into the riprap ditch in question. Please confirm this finding. That is correct. None of the toe drains from the ash basins drain into the riprap ditch. (2) Please verify what the drainage area is to the riprap ditch. We talked about a gravel parking area or laydown area that had been used during construction. Please confirm and provide a revised drawing to document this drainage area contribution (it is absent from the 9/14/2011 Stormwater Drainage Site Plan included with the original application) and current/past activities there. The area to the east of the cooling towers makes up the majority of the possible drainage area of the riprap ditch; I say possible because this area either goes to the riprap ditch or drains to another portion of the facility. Either way, the area was used as a staging area for offices during the construction of the new plant. From the attached aerial photo, you can see it is just a graveled area atop a hill. The plant has indicated that they do not use that area for industrial activities; that might be why the area wasn't included in the drainage plan. Will the aerial photo suffice or will the white area of the Stormwater Drainage Site Plan need to be filled in? (3) You said that the manhole south of the cooling towers (Manhole #1, which was not sealed) will be re- routed. Please provide an estimated timeline for that. For the purposes of the draft permit, we will hold final issuance until that is completed. Given EPA's review time, public notice and 15 day period that follows any notice, there should be sufficient time to complete this modification. It is difficult to provide a timeline for this work, mainly because it will involve procuring a dam safety permit. Normally, a dam safety permit takes 90 days to receive, however, there are a number of projects with varying priority awaiting permits. It is difficult to say at the moment what priority will be assigned to this project and therefore when a permit will be issued. Once the permit is issued it is estimated that the work will be complete within 2 months. If you have any other questions, please let me know. Normally an SOC is established when a permittee is out of compliance with current permit conditions, and this site does not have a permit at all yet. That complicates the SOC process from the start. Bradley was in a meeting with Shannon Langley and Richard Baker earlier this week, and he also conveyed to them that the best option to proceed with Buck CTCC's stormwater permit is to remove those connections. It might help to speak more next week, let's set up a time that you, Bradley, and I can talk on a call if that helps. While there we discussed additional information and confirmation needs to help us eventually process the two permit applications in hand. General permitting: During our discussions at Buck I think we agreed to separately process both in-house applications, one for the Steam Station, and one for the CTCC station. Please confirm that at this time it is still Duke's intent to permit both facilities separately for stormwater discharges. Buck Steam Station • Please confirm the list of the site stormwater outfalls, and expand the list if necessary to fully identify all the site outfalls. Provide updated site maps indicating any additional features: o Immediately northeast of SWO02 there appeared to be one or two additional outfalls, apparently previously unidentified. o Along the river bank in the vicinity of outfall SW056, and continuing east to SW073 it was not clear that all outfalls have been positively identified. • Please provide information on the size of the storm that would cause an overflow or bypass from the Yard Sump. • Please refresh us on the status of the paired oil traps (north of the boat house) wrt any potential for discharges from them. Although we discussed them while visiting, I can't recall the comments made about them. • Please refresh me on the flow in SW002. My meeting notes seem to indicate that Duke reports a dry weather flow in that outfall. Buck CTCC Station • It appeared that there may have been some recent changes to the drainage features not reflected in the site maps we currently have in hand. The drainage features and contributing areas east of the Admin/Control Building around the entrance gate and CB40 are unclear to us. In the same general vicinity there appeared to be an additional manhole south of the cooling towers not shown on our drawings. Please provide expanded and updated drainage maps that show the full extent of all site stormwater drainage. • We need additional information on the pipe and drainage system that carries drainage from around the ash basin into the catch basin that then flows to the stormwater pond. Hs this been submitted in the wastewater application? Can this flow be removed from the stormwater drainage at the CT site? • While on site there was some confusion as to the ultimate destination of the water discharge from the o/w separator immediately south of the steam turbine building.
