Also, regarding the attached plat: I see that the Stream start location is not accurate between Section 1 and Section B along Access Easement 2. The "Existing Stream" labeled between 1 and 2 along the access, should be consistent with the stream determination start point that was performed by the RRO. If my records are correct, then this stream should be shown to start on Section A and run consistently through to Section B and throughout section B. Additionally, there are "existing streams" on this plat that are in fact determined to be ditches by the RRO. Therefore, shouldn't' these be referred to as "ditches" on the plat rather than as "existing streams"? Considering the direction of flow for SC 1 and SC2, there may need to be an extension of this easement to moccasin creek. Will RS able to modify the plat in order to accomplish this if deemed necessary? Please find attached the conservation easement for DWR review. Also attached is draft map of record which does indicate a ingress egress and regress between the two easements. I would still like to hold a second site visit with you to discuss the upper easement's hydrologic connection to moccasin creek. I have not finalized my review of the document at this time. I have a meeting on Monday with Karen to discuss the project's unique situation. I hope to be able to provide you with feedback on the BPDP by July 1. Also, before moving forward with a conservation easement, please make sure you send it my way in Draft form so that DWR can make any comments that may be necessary. Additionally, at an initial glance over the BPDP easement boundaries, it doesn't appear that RS has an allowable permanent Access Easement between the Northern and Southern parts of the project. Please make sure RS has an Access Easement joining the two properties.
