PROJECT SUNTiV1ARY: The applicant is proposing to develop a 64-lot single family residential housing development and 100 boat slips. J v Stillwater Harbor, LLC Page 02 9. Narrative Description: The Stillwater Landing Project is located at 181 Marion Drive in New Bern, Craven County. The project site is found by traveling west on Highway 70 towards New Bern, turning left on Williams Road, which becomes Kelso road. At the end of Kelso Road, turn right on Madam Moores Lane. Travel approximately 1/2 miles and Marion Road is on the left. The project site is 800 feet on the right hand side of Marion Drive. The subject property is a 33.45-acre vacant tract. The elevation of the tract is approximately 8' above NWL and is vegetated with various indigenous trees such as pines, cedars and maples. There is a fringe of Giant Cordgrass (~artina cynosuroides) at the entrance to the most inland quarry and no SAV's were observed in the area. The water body is 490' across at the location of the "B" dock, 450' at the location of the "C" dock, and 1000'+ at the location of the "A" dock. The parcel is 9,426 of shoreline and the substrate is sand and mud. The parcel is surrounded by single-family residential development and there are no piers in the vicinity of the proposed docking facility. The proposed docking facility is in an abandoned rock quarry. Water depths in the rock quarry vary considerably from 1.5' to 24' depending on the location. There are no natural or man-made channels in the rock quarry. The Division of Water Quality classifies this area as SC-NSW waters. This area is not a Primary Nursery Area. This portion of Brices Creek is closed to the taking of shellfish and no visible shellfish were observed in the area. Craven County Land Use Plan classifies this area as Urban Transition and Conservation within the AEC's. The substrate composition at the project site is mud and sand. 10. Project Description: On the highground, the applicant is proposing a 64-lot subdivision with roads and services. The average lot size for the subdivision is .25 acres. A 1,000 square foot pavilion is proposed as well as (3) stormwater retention ponds, a parking area and access boardwalks to the proposed docking facility. The (3) stormwater retention ponds will require 6,513 cubic yards of high ground excavation. There is a 4' wide sidewalk proposed totaling 11,800 square feet. The parking area on the opposite side of Marion Drive, across from the proposed subdivision, totals 37,765 square feet. There are (3) Stormwater Retention Ponds proposed totaling 41,800 ft2 of disturbance and removing 6,513 cubic yards of material. The proposed ground disturbing activities for the subdivision totals 21.87 acres or 952,657 ft2. A 5' x 60' wooded slatted boardwalk is proposed for access to the "B" dock. A 5' x 30' wooded slatted boardwalk is proposed for access to the "C" dock. A 5' x 160' wooded slatted boardwalk is proposed for access to the "A" dock. The road system measures 3,656 linear feet totaling 104,860 square feet. This amounts to 10.65% of impervious surfaces on the tract, not including homesites as the developer is not proposing to construct the homes. There is no impervious surface proposed in the 30' Public Trust Shoreline Area of Environmental Concern. The applicant is proposing to construct 6,9641inear feet of bulkhead. There will be 257 cubic yards of backfill placed below the normal water level to construct the bulkhead. The bulkhead is proposed a maximum of 5' below the normal water level. There is 69,640 square feet of ,~ Stillwater Harbor, LLC Page 03 disturbance associated with the construction of the bulkhead. The applicant is proposing 100 boat slips with the project. There are seventy-four 12' x 30' boat slips proposed, twenty-four 15' x 40' and two 8' x 30' boat slips proposed. The "C" dock has a 3' x 10' gangway that leads to an 8' x 223' dock with seven 3' x 30' finger piers and two 5' x 30' finger piers. The "B" dock as proposed has a 5' x 120' access walk. There are two main docks that measure 420' x 8', and an access dock that measures 105' x 6'. There are twenty-seven 3' x 30' finger piers and two 5' x 30' finger piers proposed with the "B" dock. The "A" dock has a 3' x 20' gangway that leads to a 400' x 8' dock with eleven 3' x 40' finger piers and two 5' x 40' finger piers. The water depths at the location of the docking facilities measures from 12' to 27' depending on location. 11. Anticipated Impacts: This proposed dock would result in 56,090 ft2 of open water incorporated while shading 18,314 ft2 of Public Trust Area and providing docking for 100 boats. There will be 0% impervious surface in the Public Trust Shoreline and 952,657 square feet amount of highground disturbance associated with site preparation and bulkhead construction. An increase in turbidity will occur while setting pilings. There should be no hazard to navigation resulting from this project, as it is located in an abandoned rock quarry. PROJECT NARRATIVE December 5, 2007 The Stillwater Harbor project is comprised of approximately 63.11 acres including the harbor and 33.45 acres excluding the harbor. The land disturbance for this project will be 21.87 +/- acres. The site is located near the city of New Bern at the intersection of Brice's Creek Road (NCSR 1004) and Marion Drive (NCSR 1965) along the shoreline of Brice's Creek. This project will be a private community providing 64 single family residential housing lots that are consistent to the zoning (R-l0A) placed upon the area. The size of the lots will be an average of 0.25 acres. Stillwater Harbor is also proposed to have 100 boat slips, seventy-five 12'x30' and twenty-five 15'x40'. In order to construct the dockage it will be necessary to stabilize 6,964 linear feet of the shoreline with the extensive construction of a bulkhead. It is not anticipated for harbor excavation to be necessary due to the existing condition of the harbor adjoining Brice's Creek. The existing water and sewer is under the jurisdiction of the city of New Bern. Upon completion of the project, stormwater outfall will also be under the jurisdiction of the city of New Bern and their storm water management.
