PROJECT SUMMARY: The applicant proposes to construct a bulkhead on an unhardened shoreline that will tie into adjacent bulkheads. A pier and platform will then be constructed near the center of the Lot. Project Setting The site of the proposed development is located at 2168 Mobjack Terrace, Lot 15 Section 6 of the Carova Beach S/D (4x4 area), Corolla, Currituck County, and is adjacent to the waters of Knotts Island Bay. The property is a vacant lot that is ±12,011 ft2 (±0.28 acres) in size with an elevation of ±2.5' above Normal Water Level (NWL). According to the USDA's Natural Resources Conservation Service's Web Soil Survey, the soil on the property is made up of Duckston fine sand (Dt) and is largely vegetated with upland grasses, brush and deciduous trees. Based on available information, there does not appear to be any archaeological sites on or adjacent to this property. Both adjacent riparian properties are residential vacant lots that have been bulkheaded. The shoreline is ±104' in length with a ±2 -foot erosion escarpment located at NWL. Vegetation growing along the shoreline includes wax myrtle, groundsel bushes, briars and deciduous trees. Wetlands do not exist on the property. The waters of Knotts Island Bay are classified as SC and are closed to shellfish taking. The widths of the bay at the site are ±0.44 miles to the northwest and 2.0 miles to the southwest. Water depths within the nearshore area are shallow and range from ±0.5' to ±1.5 below NWL then rapidly drop off to ±3' to ±4' below NWL in the offshore area. The bottom substrate within the project area is made up of fine sands. The nearshore area is void of Submerged Aquatic Vegetation (SAV) while the deeper offshore waters are dominated by milfoil with sparse patches of SAV. Development Proposal - I In order to prevent further erosion to the site, the applicant proposes to stabilize the shoreline by constructing 104' of wooden bulkhead. The proposed alignment will tie into the bulkheads of the adjacent properties so that it will be one continuous bulkhead. The proposed alignment will average ±10.5' waterward of NWL with a maximum distance of ±15' and the average water depth is ±0.5'. Backfill material will be clean sand fill from an upland sand mine. To gain water access, the applicant proposes to construct a 34'x6' pier with a 16'x16' platform in a "T" configuration. Two slips will be associated with the platform in which vessels will tie off on platform pilings. Water depths within the platform area range ±3' to ±4' below NWL. The proposed docking facility is similar to other docking facilities in the area, meets the '/a width rule and does not encroach within the 15' setback. Anticipated Impacts The construction of the bulkhead along the proposed alignment will result in the filling of ±1,092 ft2 of Estuarine Waters and Public Trust Area AEC's with clean fill from an upland source. 1 ♦ Dave & Chris Cooper Field Investigation Report Page 3 • The construction of the bulkhead along the proposed alignment will result in the placement of ±20.2 cubic yards of fill material below NWL. • Bulkhead installation, backfill and grading will result in ±3,120 ft2 of land disturbance within the Estuarine Shoreline AEC. • The proposed docking facility will result in two slips in water depths of ±3' to ±4' below NWL and the shading of ±460f t2 of PTA and EW AECs. The lots on either side were balkheaded some time ago. 2168 Mobjack has been subject to erosion of several feet over the years. We are proposing to bulkhead across the water front of the property for each adjacent riparian bulkhead and continue the established line before erosion on the 2168 property. Once the bulkhead is installed we would backfill with clean sand. We feel this property and or proposed method of repair meets the standard (below) and has identifiable erosion. 15A NCAC 07H. 0208 USE STANDARDS a) General Use 7 Bulkhead D) Bulkheads shall be permitted below normal high water or normal water level only when the following standards are met: (i) the property to be bulkheaded has an identifiable erosion problem, whether it results from natural causes or adjacent bulkheads, or it has unusual geographic or geologic features, e.g. steep grade bank; which will cause the applicant unreasonable hardship under the other provisions of this Rule; (ii) the bulkhead alignment extends no further below normal high water or normal water level than necessary to allow recovery of the area eroded in the year prior to the date of application, to align with adjacent bulkheads, or to mitigate the unreasonable hardship resulting from the unusual geographic or geologic features; (iii) the bulkhead alignment will not adversely impact public trust rights or the property of adjacent riparian owners; (iv) the need for a bulkhead below normal high water or normal water level is documented by the Division of Coastal Management; and (v) the property to be bulkheaded is in a non=oceanfront area. 34' 9k'L We are also proposing to install a.�t foot walk to get to a 16 x16 foot platform.
