Zone 1 Impact We purchased this property in Jan. 2007 as a retirement home. The house and yard were in poor condition and required a significant upgrade and maintenance. An improvement plan was developed with a time frame of two years. The first stage was to upgrade the outside which included the existing dock that runs parallel to the Plantation Canal and removing the ground cover the previous owner installed. Zone One Impact by Improvement Plan: The first step was to remove the boat ramp (Figure 1 Before} This was accomplished with the installation of a 12 foot bulkhead, the concrete ramp removed and backfilled with soil. This area is 288 sgft (12x24} (Figure 1 After) The second step was to reduce the existing woad dock (Figure 2 Before) from a footprint of 872 sgft (89x8) + (4x40) to a footprint of 445 sgft {89x5) a reduction of 427 sgft. (Figure 2 After) The third step was to remove the ground cover consisting of a plastic layer covered with various size gravel and stones and azeas where shrubs were planted in raised boxes. These boxes were lined with plastic on the sides and bottom not allowing water to pass through. (Figure 3 Before) This area is 3166 sgft. Over 850 sgyd of sod were installed. (Figure 3 After) The final step is to plant three trees this winter. The total area of Zone 1 is 3881 sgft. (See plat) Prior to our improvement plan the entire area of 3881 sgft was impervious. With the changes completed to date, the impervious area is 445 sgft and the pervious area in 3436 sgft.. Summary of Zone 1 Impact Impervious Pervious Prior to Sept. 2007 3881 sgft - 100% 0 sgft - 0% After Sept. 2007 445 sgft - 11% 3436 sgft - 89 Zone 2 Impact by Improvement Plan: The first step was to continue the removal of the plastic layer and gravel. This changed 1271 sgft from impervious to pervious. The remaining 889 sgft is existing structure consisting of an enclosed porch of 228 sgft (19xi2); wooden deck of 137 sgft ( 7x16)+(Sx5); 102 sgft workshop (6x17} and the house of 422 sgft (6x54.5) + ((2x54.5)/2)) + (4x10). 1/ /r Page-2 When the porch was enclosed, it was not done to the existing building code at the time. The foundation is inadequate and there is very little insulation. The improvement plan is to demolish this room and replace it with proper construction and extend it over the existing wooden deck See plat. The existing steps on the wooden deck would be removed from Zone 1. Two additional wooden decks would be added at each ends. One would be 88 sgft (12x6) + {4x4) and the other would be 160 sgft (12x12) + (4x4). This is and increase of 248 sgft of structure in Zone 2. On the completion of the renovation, shrubs and two additional trees will be added in the Spring of 2008. Summary of Zone 2 Impact: Prior to Sept 2007 Impervious 2160 sgft - 100% Pervious 0 sgft - 0% After Sept 2007 2. 1137 sgft - 53% 1023 sgft - 47% When the house was constructed on the land, the requirements for the riparian buffer did not exist. The permanent structure was placed in Zone 2 and the wooden deck within 1 foot of Zone 1. The remainder of Zone 2 and Zone 1 were covered with plastic to eliminate the growth of vegetation and then covered with gravel and stone. This project restores Zone 1 from 100% impervious to 89 % pervious and Zone 2 from 100 % impervious to 47% pervious. With the need to maintain the side property set back of 10 feet, it is not possible to relocate the renovarion and proposed wooded deck to any other area on the land. /r ~~ A.~-,~~~e~.~t 3. Page 3 Prior to Sept. 2007 Zone 1 and Zone 2 were 100 % impervious with absolutely not means of buffering or diffused flow of runoff. All water that hit these Zones went directly into the Plantation Canal with no buffering. There are also 5 downspouts labeled 1 D, 2D, 3D, 4D and SD identified on the plat. Downspouts 1D and SD are outside of Zone 2 but still flowed into Zone 2 without buffering. This improvement plan removed all ground cover of a plastic layer, gravel and stones and replaces it with grass and trees. Downspout 1 D will be relocated to drain onto the drive way and flow away from the canal. Downspouts 2D, 3D and 4D will be relocated to drain outside of Zone 2 onto grass to give at least 50 feet of diffused flow. In addition over 854 sgyd of sod to replace the plastic and gravel have been installed, Trees and shrubs will be planted in the Spring. 4. (1) We have a substantial investment in this property and the size of the parcel does not allow for expansion to the front or either side. The existing enclosed porch and wooden deck are not of sufficient quality to allow for continuous use. Part of the value of the property is the proximity to the Plantation canal located to the rear of the house. Not being able to complete the improvement would limit the usability and enjoyment of the rear of the property. Our improvement plan enhanced both Zone 1 and Zone 2 to a great degree by removing the old impervious ground cover and replacing it with vegetation (2.) This property is only .29 acres and located on a cul-de-sac causing it to be very pie shaped. See plat. The placement of the permanent structure is such that the only area for porches, deck and rooms overlooking the canal is to the rear of the lot. (3} Not applicable :~, Y ... ~.
