D. Impact Justification and Mitigatlon
1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project.
The overall project has been scaled back to minimize impact to the ditch. The impact for the sanitary sewer is required to provide sanitary sewer to the
development. The water quality pond is required to meet NCDEQ stormwater rules and the ditch is the only point of discharge available.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
The sewer crossing will be temporary and will be graded and seeded immediately to reestablish ground cover. The pond discharge pipe will only
impact the east bank of the ditch, will be angled downstream to minimize impact to the opposite bank and will be armored/protected with rip -rap outlet
protection.
2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State
2a. Does the project require Compensatory Mitigation for
impacts to Waters of the U.S. or Waters of the State?
❑ Yes ❑x No
2b. If yes, mitigation is required by (check all that apply):

❑ Yes ❑ No
2. Stormwater Management Plan
2a. What is the overall percent imperviousness of this project?
54%
2b. Does this project require a Stormwater Management Plan?
❑x Yes ❑ No
2c. If this project DOES NOT require a Stormwater Management Plan, explain why:
2d. If this project DOES require a Stormwater Management Plan, then provide a brief, narrative description of the plan:
This project requires stormwater runoff management and nutrient reduction. There are plans for potential future development; therefore, the nutrient
management and water quality pond are designed for future development. The water quality pond Is designed for a drainage area 2.60 acres of which
2.35 is impervious resulting in 90% impervious cover for design calculations, Based on 2.35 acres of future impervious the impervious cover Is 54%.
This proposed project as shown in the plans is 0.86 impervious.
