To whom it may concern,
Contained in this package are documents pertaining to the proposed addition of rip rap
reinforcement to the seawall at the G. Elton Todd residence in Lake Lure, NC. The rip rap
protects the shoreline from erosion, it reduces the bathtub effect and it improves the habitat
for trout proliferation. The Todd home is located on the main channel of the lake which
according to Section 94.07 of the Lake Structures Regulations requires reinforcement of the
shoreline using the criteria for extreme stabilization. Extreme stabilization requires that rip
rap be installed to a height of two feet above the normal lake level. The Todd revised plans
call for installation of rip rap per the Town of Lake Lure's requirements as contained in the
Lake Structures Regulations. The plans indicate the areas where the rip rap will be installed.
By copy of this letter, Mr. Todd respectfully requests that a 401 Water Quality Certification
be issued for this project. If you have any questions or concerns, please contact me at one of

Abbreviated Application Form
The following is an abbreviated application form for those applying for a 401 Water Quality
Certification to impact FERC (Federal Energy Regulatory Commission) regulated and US
Army Corps of Engineers Reservoir owned/regulated lake shore or bottom under the U.S.
Army Corps of Engineers Permit GP30 and other lake shore or bottom under the U.S. Army
Corps of Engineers Permit GP80. This Application cannot be used for wetland or stream
impacts. Please provide five (5) copies of this application and supporting information as well
as a non-refundable application fee to the Division of Water Resources of $240.00 for impacts
to lake bottom of less than 1 acre and $570.00 for impacts to lake bottom of greater or equal to
1 acre.

Site was fully developed with multi -bedroom house, decks and parking. (reconstruction)

5. Describe the purpose of the proposed work: The existing seawall is not protected
from wave action of the lake. The property is in an area where extreme stabilization is
recommended. The homeowner wishes to protect his seawalls.
6. List the type of equipment to be used to construct the project: River stone will be placed
manually beginning at the north end of the property. Area is not accessible to heavy
equipment.
7. Amount of impact (including all excavation, backfill, rip rap, retaining walls, etc.) below
the normal pool lake level in square feet or acres: approx 300 sq. ft.
