Semi-Annual Report Progress Report
May 2016
Pursuant to A (14) Bromide Reduction Evaluation of the NPDES Permit — NC0024406, Belews
Creek Steam Station submits the following semi-annual progress report. Duke Energy is
required to summarize investigations focused on minimizing bromide discharge at Outfall 003 as
well as efforts aimed at reducing the formation of total trihalomethanes (TTHM) at downstream
water treatment plants.
• Duke Energy has worked cooperatively with DWR and the towns of Madison and
Eden to address the bromide/TTHM issues since being advised of the towns'issues
with TTHM formation.
• There is no water quality standard for bromide and therefore no NPDES permit
limit. Bromide itself not a health concern in surface waters.
• Duke Energy has provided direct technical expertise and financial assistance to
Madison and Eden to help resolve their respective TTHM issues.
Madison
• Nothing new to report.
Eden
• Eden is continuing work on its chloramines conversion project. The project has been
delayed due to construction issues.
Belews Creek Steam Station
• Duke Energy and University of North Carolina at Charlotte (UNC-C), Civil and
Engineering Dept., are currently planning the next phase in the halide study. This phase,
tentatively scheduled for 1Q 2017, will test UNC-C's previous lab work on the field
demonstration scale. The goal is to produce test beds of fixated coal combustion
byproduct material and FGD wastewater to monitor for halide sequestration. An
engineering firm will be contracted to assist with the study.
Letters to Municipalities
• As required under the May 2015 plea agreement between Duke Energy and the U.S.
Department of Justice, notice of a claims process for municipalities located downstream
form Duke Energy facilities with FGD scrubbers that have potentially been impacted by
bromides present in intake water were mailed out on 4/12/16 and confirmed delivered on
4/13/16. Also, as per the agreement, the notices and process documents were posted to a
publically available website on 4/20/16.
