General Comments:
1. Streams Classified as 303d /HWQ waters of the State: It is recommended that the most protective sediment and
erosion control BMPS be implemented in accordance with the Design Standards in Sensitive Watersheds (15A
NCAC 04B .0124) to reduce the risk to further impairment to the affected stream. It is also requested that road
design plans provide treatment of storm water runoff through best management practices as detailed in the most
recent version of the NCDWQ Stormwater Best Management Practices.

2. Be reminded of the adjacent tributaries at the following sites: Bridge #194, 4202, #143, #65, & #70
3. Culvert design. In addition to channel width, stream base flow should be taken into account in the design of culvert
width. Sills, baffles, or a smaller culvert may be necessary to maintain concentrated stream flow through the culvert.
Stream dimension shall be maintained immediately upstream and downstream of the culvert/bridge/span.
4. Prior to full design, it is requested that preliminary design of culverts be submitted for review by the regional office
staff.
The use of rip rap should be minimized for stream stabilization where soft measures can be performed. The use of
heavy coir fiber /coconut matting and coir fiber logs is encouraged for areas that may need only "temporary"
stabilization.
6. After the selection of the preferred alternative and prior to an issuance of the 401 Water Quality Certification (if
required), the NCDOT is respectfully reminded that they will need to demonstrate the avoidance and minimization
of impacts to wetlands (and streams) to the maximum extent practical.
Whenever possible, NCDWQ prefers spanning structures. Spanning structures usually do not require work within
the stream or grubbing of the streambanks and do not require stream channel realignment. The horizontal and
vertical clearances provided by bridges shall allow for human and wildlife passage beneath the structure. Fish
passage and navigation by canoeists and boaters shall not be blocked. Bridge supports (bents) shall not be placed in
the stream when possible.
