License Article 402 contains FERC approval of Duke Energy's Dissolved Oxygen Compliance Implementation Plan (Compliance Plan), filed with FERC on January 20, 2012, to meet the water quality monitoring requirements outlined in Sections III.A.2 and III.B.2 of the 401 Water Quality Certification (WQC) issued by the North Carolina Department of Environment and Natural Resources, Division of Water Quality (NCDENR-DWQ)'. This report fulfills the annual water quality compliance reporting requirement outlined in the WQC for monitoring conducted in 2015. The data reported here conform to requirements outlined in the Compliance Plan, Section 8.0 — Compliance Monitoring and Reporting. 2.0 Compliance Monitoring As required in the Compliance Plan, the following parameters were measured at 15 -minute intervals from May 1 through November 30, 2015, in the tailwaters of the Tillery and Blewett Falls Developments: • Dissolved oxygen, mg/L • Dissolved oxygen, % saturation • Temperature, °C • River stage height, feet Measurements were carried out by the United States Geological Survey (USGS) as required by Section 7.0 of the Compliance Plan, at the following locations: ' The North Carolina Department of Environment and Natural Resources (NCDENR) became the NC Department of Environmental Quality (NCDEQ) on September 18, 2015. A consolidation between the NC Division of Water Quality (NCDWQ) and NC Division of Water Resources (NCDWR) in August of 2013, changed the name of the NCDWQ to NCDWR. 2 USGS Gage Development Number USGS Gage Description Tillery 0212378405 Pee Dee River at Highway 731 below Lake Tillery near Norwood, North Carolina Blewett Falls 0212880025 Pee Dee River below Powerhouse Dam near Pee Dee, North Carolina ' The North Carolina Department of Environment and Natural Resources (NCDENR) became the NC Department of Environmental Quality (NCDEQ) on September 18, 2015. A consolidation between the NC Division of Water Quality (NCDWQ) and NC Division of Water Resources (NCDWR) in August of 2013, changed the name of the NCDWQ to NCDWR. 2 3.0 Compliance Reporting Results reported here are based on approved data provided to Duke Energy by USGS after their final quality assurance review, as specified in Section 8.0 of the Compliance Plan. This report and the associated Excel file provide the following results for data collected May 1 through November 30, 2015, consistent with requirements outlined in the Dissolved Oxygen Compliance Implementation Plan: • Dissolved oxygen and temperature recorded at 15 -minute intervals • Daily minimum, maximum, and average dissolved oxygen values • Daily minimum, maximum, and average temperature values. Dissolved oxygen, temperature, and river stage height data measured at 15 -minute intervals at the USGS monitoring locations in the tailwaters of the Tillery and Blewett Falls Developments are reported in the Excel file associated with this report: Tillery and Blewett Falls Tailwaters Water Quality Data 2015.xlsx. Daily average, minimum, and maximum dissolved oxygen and temperature data are reported in Table 1 for the Tillery Development and in Table 2 for the Blewett Falls Development. Daily average, minimum, and maximum dissolved oxygen values are plotted in Figure 1 (Tillery Development) and Figure 2 (Blewett Falls Development). Daily average, minimum, and maximum temperature values are plotted in Figure 3 (Tillery Development) and Figure 4 (Blewett Falls Development). Missing Data Dissolved oxygen, temperature, and stage height were measured at 15 -minute intervals, generally resulting in a total of 96 observations per day. Table 3 documents dates during the study period for which fewer than 96 observations per day were recorded, as well as explanations from USGS of why data were missing. According to USGS, water disturbance occurred at times when calibration of the instrumentation occurs and sondes were swapped out, resulting in the occasional occurrence of one or two missing observations per day (Table 3) for both USGS gages. On June 16, 2015, the dissolved oxygen monitor at the Blewett Falls Development (USGS Gage No. 0212880025) began to malfunction due to fouling of the dissolved oxygen probe. Fouling resulted in a loss of dissolved oxygen data from 21:15 EDT on June 16 through 11:45 EDT on June 18 (see below for discussion of compliance during this period). Four missing observations at Blewett Falls (Gage No. 0212880025) on June 25, 2015, were attributed to a communication error from the buoy to the data logger but the radio signal continued to transmit the data to the station Performance Information (PI) System. On November 9, 2015, 06:00-11:30 EST (twenty-three observations), the USGS gage below the Tillery Development (No. 0212378405) experienced low battery voltage which resulted in missing data from 0600 hours to 1130 hours. The dissolved oxygen concentrations during this time of year are well above the state water quality standards under natural conditions (see Figure 1) and the station did not deviate from normal operations. 3 4.0 Compliance with Water Quality Standards The WQC issued by NCDWR (Appendix A of the New License) specifies that dissolved oxygen concentrations in Project tailwaters will comply with North Carolina water quality standards for dissolved oxygen. Applicable water quality standards are as follows (NCDENR-DWQ 2007, as cited in Progress Energy Carolinas, Inc. 2012): Standard for instantaneous dissolved oxygen concentration: 4.0 mg/L Standard for daily (24-hour) average dissolved oxygen concentration: 5.0 mg/L In no case during the monitoring period (May 1 through November 30, 2015) did instantaneous dissolved oxygen concentrations fall below 4.0 mg/L at either the Tillery Development or Blewett Falls Development, as documented in final, approved USGS data sets. Similarly, daily 24-hour average dissolved oxygen concentrations in the tailwaters of Tillery and Blewett Falls Developments did not fall below 5.0 mg/L during the monitoring period (Figures 1 and 2; Tables 1 and 2). On June 16, 2015, at 21:15 EDT, the dissolved oxygen monitor in the Blewett Falls tailrace began to malfunction due to fouling, as previously noted. Dissolved oxygen values below 4.0 mg/L were recorded early on June 17. Measurement of dissolved oxygen by Duke Energy Environmental Services personnel confirmed that the monitor was malfunctioning, and that dissolved oxygen values were at or above 7.5 mg/L. USGS was notified of the malfunction on June 17, and monitoring equipment was replaced on June 18. USGS determined that dissolved oxygen data collected from 21:15 EDT on June 16 through 11:45 EDT on June 18, 2015 were invalid, and excluded these data from the final, approved USGS data set. NCDEQ-DWR and FERC were notified of this issue on June 23, 2015, as the erroneous low dissolved oxygen concentrations resulted in a deviation from the minimum flow requirement. In response to the notification, Duke Energy was informed by FERC on September 2, 2015, that the deviation would not be considered a violation of the Project license or of NCDEQ-DWRs Water Quality Certification. 5.0 References NCDENR-DWQ. 2007.
