1. Currituck County has requested a Minor Modification to Major Permit #32-08,
which was issued on March 7,, 2008renewed on October 26 2015 and
expires on October 25, 2017. The original major permit authorized the
installation of a discharge/diffuser structure located ±1,800' offshore in the
North River as well as a subterranean waterline extending to the structure
from Newbern's Landing Road (SR#1120) in Jarviisburg.
2. Currituck County has requested to modify Major Permit3# 2-08 to include
measures that will repair/prevent the discharge/diffuser pipe from breaking
free from the substrate and floating to the surface as is the current situation.
These measure include removing the existing anchor/warning: piles, jetting
the structure back into the substrate as previously permitted, installing fifteen
5'x10' sandbags along the structure to anchor it in place and re -installing the
anchor/warning piles.

3. I conducted'a site visit on February 11, 2016 to review the Minor Modification
request pursuant to the provisions of reference (a) and have determined that
the request meets the requirements contained in 15A NCAC 07H.0206
ESTUARINE WATERS & 071-1.0207 PUBLIC TRUST AREAS.
4. The required fee of $100, paid by Check #4380 was received by the Elizabeth
City District Office on February 10, 2016.
5. It is recommended that the Minor Modification request be granted, provided
all the Permit Conditions of the original permit issued on March 7, 2008
remain in effect.

Subject: Request for Minor Modification
DCM Permit 32-08
Dear Mr. Renaldi:
On behalf of Currituck County, I am requesting a minor modification to Division of Coastal
Managementpermit 32-08 which was for the installation of an outfall and diffuser in the North River
near Jarvisburg, NC. The purpose for the request is to allow for repairs to the existing outfall
correcting a movement in vertical alignment that has occurred.
Work, including some excavation, will be performed to restore the pipe to approximately the same
alignment as the `as built' construction. Minor differences are necessary due to the pipe movement.
The location where the pipe surfaces from buried condition will be at approximately the same
location as `as built'. To ensure that the vertical alignment is maintained, placement of sand bag
weights will be made per plans after the pipe is re -positioned. Sand bags were selected due to their
ability to accommodate the uneven mudline minimizing disturbance of same.
Included with this letter request are 1) four copies of the proposed construction plan and 2) a check
in the amount of $100 payable to the NC Department of Environmental Quality for the minor
modification request fee.
