Please find attached a Letter of Refinement for CAMA Major Permit No. 111-15 regarding changes in the
length of the MCNC bore, and additional temporary Coastal Wetland impacts associated with the connection of
the proposed Century Link fiber line to an existing vault.
A paper copy will be sent by U.S. mail to NCDOT. If anyone else copied on this e-mail would like a paper

RE: Refinement of CAMA Major Development Permit No. 111-15, Replacement of Bridge #56, over
Long Shoal River on US 264, Dare & Hyde Counties.
Dear Mr. Willis:
This letter is in response to your request dated October 20, 2015, including the attached drawing (1): dated as
received on October 20, 2015. The letter requests approval for changes in the length of the MCNC bore and
additional temporary Coastal Wetland impacts associated with the connection of the proposed Century Link fiber
line to an existing vault: During an on-site meeting with NCDOT, representatives from MCNC requested to
extend the proposed bore another 250' to the north in order to ensure auoidance of a guazdrail in the project area.
This will result in the MCNC bore increasing from approximately 550' to 800' in length. No additional surface
water or wetland impacts aze requested or anticipated with the request to extend the MCNC bore. During an on-
site meeting with NCDOT, representatives with Century Link requested the ability to connect the new fiber line
to an existing connection vault located in Coastal Wetlands. Contractors will need to hand dig a 1' — 2' wide
trench (approximately 1' deep) in Coastal Wetlands to access the existing vault and make the new connection.
There will be no new permanent impacts associated with this utility work and it is all within the existing footprint
of the existing vault and existing buried line. The proposed hand trenching of the Century Link fiber line to the
existing vault will result in approximately 20 sq. ft. of temporazy Coastal Wetland impacts within the delineated
wetland boundary.
Please be advised that through this Letter of Refinement, the N.C. Division of Coastal Management (DCM)
conveys its determination that the change in length of the MCNC bore and the additiona120 sq. ft. of temporary
Coastal Wetland impacts associated with the Century Link connection to the existing vault through hand
trenching as described in your request dated October 20, 2015 is consistent with existing State rules and
regulations and is in keeping with the original purpose and intent of CAMA Majar Permit No. 111-15.

This letter shall be attached to the original of CAMA Permit No. 111-15, which was issued on October 9, 2015,
and both documents shall be readily available on site when a DCM representative inspects the project for
compliance. All conditions and stipulations of the active permit remain in force unless altered herein. This
approval does not eliminate the need to obtain any additional permits, approvals or authorizations that may be
required.
