This agency objects to the project for reasons described in the attached comments. ~ . r w CAMA -APPLICATION FOR_MAJOR DEVELOPMENT PERMIT Proiect: GC Sawyer Hunting & Fishing Lodge -Historic Rehabilitation 216 Hog Quarter Rd. Powells Point, NC 27966 Narrative of Proiect The applicant (Steve Lewis) is working in cooperation with "Preservation North Carolina" and the "NC State Historic Preservation Office" to save and rehabilitate the GC Sawyer Lodge. This rare structure has been identified as a contributing part of Currituck County's rich tradition as a "sportsman's paradise". It also has been identified by the SHPO office as suitable for inclusion in the "National Register of Historic Places" (SHPO Letter Attached). As a result, the owner will be working with SHPO to attain this designation. This will be an important step toward recognition & preservation of this architectural gem for future generations to enjoy. The lodge dates to 1928 when it was constructed & used by GC Sawyer family for both residential and commercial purposes as a "hunting & fishing lodge". The existing structures have been vacant for over a decade and are in deteriorating condition. The overall project goal will be to breathe new life into the structure as a residential dwelling suitable for 21S` century living while retaining the sound front setting and architectural features that made "Hog Quarter Landing" famous within the local area. The project scope involves the following key components a) Stabilize building- owner will clear vegetation & debris against & closely surrounding existing structures. The lodge will be "secured" to protect the structure from weather, animal & vandalism risks. (The owner will potentially request separate approval of this activity if necessary in order to avoid further deterioration of the structure) b) The entire Lodge building will be "raised in place" in order to construct a new foundation complying with County & Flood Insurance guidelines. This effort will involve raising the "first floor elevation" from an existing 3.1' level to a proposed final FFE of 9'-10'. Per feedback from SHPO, it is important to retain the structure in its current location in order to retain the "historic setting". c) After the lodge is raised, the current plan calls for soil fill underneath and surrounding the existing structure. Some of the land underneath the lodge has been delineated by the USACE as "SAV" wetlands. This activity is needed to support construction of the new foundation in its current location as mandated by SHPO. d) All new systems will be added to the lodge. This includes plumbing, electric, HVAC, Septic, Well. The septic system will be an engineered and pre-treated "peat" system which will minimize space requirements and impacts on surrounding wetland areas. e) A gravel driveway is proposed extending from the Hog Quarter Rd. public right- of-way to a parking area near the raised structure. f) Three uncovered decks (and adjoining stairs) are proposed to provide access to the new raised structure. g) Extensive repairs will take place to rebuild the historic covered front porch including replacement of roofline embellishments. These same embellishments will be replaced above the garage based on historic pictures found of the lodge during its prime. h) The entire interior of the lodge will be rehabbed and modernized while retaining those elements key to inclusion on the historic register. i) The current proposal calls for the existing deteriorating pier to be replaced with a 6' wide 43' long pier. For 33' the pier will be 6' wide. At the pier end (utilizing the last 10') a "T" platform is proposed which will widen the width to 20'. j) Bulkhead construction and vegetation are planned as atwo-pronged strategy for erosion control. The current plan is to replace and extend the current bulkhead along the shoreline. PROJECT SUMMARY: The applicant proposes to raise and rehabilitate an existing hunting/fishing lodge, fill wetlands, construct a bulkhead and pier, construct a driveway and install a wastewater treatment system on his property located at 216 Hog Quarter Road, Spot, Currituck County and on Hog Quarter Creek. Project Setting The development site is located at the end of Hog Quarter Road (SR 1111), at #216 adjacent to Hog Quarter Landing, in the Spot community, Currituck County and adjacent to Hog Quarter Creek which is a tributary of the Currituck Sound. The site is a 24,500-square foot (sf) tract that has approximately 12,800 sf of uplands and 11,700 sf of wetlands. The upland area is the site of a former hunting and fishing lodge. The lodge structure is located adjacent to an existing bulkhead along the shoreline of Hog Quarter Creek. The lodge structure is partially sited over an unvegetated wetland area located landward of the existing bulkhead. The upland area of the property has an elevation of 2-3 feet above Normal Water Level (NWL) and has sandy loam soils possibly from old fill. The upland area is vegetated with yard grass, red bay pine and cedar. The vegetated wetland area is approximately 10,570 sf in size and is vegetated with Juncus roemerianus, Typha, Caladium, and Spartina cynosuroides. The unvegetated area located under the existing lodge is approximately 1,140 sf in size. There is a Typha, Caladium fringe along the NWL of the eastern shoreline. The property has approximately 101 feet of shoreline along Hog Quarter Creek. The creek bottom is vegetated with Eurasian Water Milfoil and Widgeon grass, submerged aquatic vegetation (SAV). There is an existing 4-foot wide and 60-foot long pier leading from the lodge structure to Hog Quarter Creek. The water depth at the end of the pier is approximately 2-1/2 feet below NWL. Access to the property is by way of an unimproved driveway off Hog Quarter Road right of way. Adjacent riparian property located on the east is a Coastal Wetland marsh. Adjacent riparian property located on the west is the NC Department of Transportation (NCDOT) right-of-way for Hog Quarter Road. There is a 4-foot wide and 80-foot long "neighborhood" pier located on the right-of-way that provides water access to Hog Quarter Creek for local hunters and fishermen. The waters of Hog Quarter Creek area classified as SC and are closed to shellfish taking. ~~ . ,. ~ Field Investigation Report: Steven J. Lewis; G C Sawyer Hunting & Fishing Lodge Page 3 Development Proposal The applicant proposes to restore the existing lodge to a habitable condition for either personal use or use as a vacation rental. The development proposal includes: 1) Raising the existing structure in place approximately 7-8 feet to obtain a final elevation of 10 feet above NWL. New pilings will be installed to replace the existing brick foundation. 2) The lodge structure will be remodeled with the intent to have the rehabilitation consistent with standards that will allow the structure to be included in the National Register of Historic Places. 3) Place fill material in the wetland area located under the existing footprint of the lodge and in the area adjacent to the east side of the lodge. (1,141 sf filled) 4) Construct a new bulkhead beginning at the property line shared with NCDOT at the existing bulkhead and ending near the eastern property line for a distance of 109 feet. The bulkhead will average approximately 5 feet waterward of NWL and the old bulkhead and the lodge. The portion of the existing bulkhead on the applicant's property will be removed. 5) Construct an 8-foot wide, elevated wooden boardwalk with 3.5-foot width and 60-foot length over water and 4.5-foot width and 40-foot length over land. 6) Remove the existing 4-foot by 65-foot pier located on Hog Quarter Creek and construct a 6-foot by 25-foot pier with a 10-foot by 20-foot platform. 7) Add a new 4-foot wide stairway and a 10-foot by 6.7-foot landing on the west side of the lodge; add a new 4-foot wide stairway on the south side of the lodge; add a 4-foot wide stairway and 6-foot by 15-foot landing on the south side of the lodge; and add a 6-foot by 12-foot deck on the south side of the lodge. 8) Construct a 10-foot wide gravel driveway partly on the NCDOT right-of-way, a 10-foot wide gravel driveway extension and two gravel parking areas on the west side of the lodge. 9) Install a wastewater treatment system for the lodge. 10) Grade and landscape the entire upland area of the property. ~ R/ Field Investigation Report: Steven J. Lewis; G C Sawyer Hunting & Fishing Lodge '.~ Page 4 Anticipated Impacts The development proposal will have the following impacts: 1) 2) & 3) Raising the existing structure, remodeling the structure and placement of fill material under the existing structure will result in the filling of approximately .1,141 sf of 404 wetlands located within the Public Trust Shoreline (PTS) Area of Environmental Concern (AEC). 4) Construction of the bulkhead in the proposed alignment will result in the filling of approximately 300 sf of Public Trust Area (PTA) and approximately 50 sf of Coastal Wetland fringe. Approximately 22 cubic yards of fill material will be placed below NWL. 5) Construction of the 8-foot wide boardwalk will result in the shading of 210 sf of PTA and 180 sf of PTS. 6) Remove old pier and construct new pier and platform. Currently 260 sf are shaded. The new pier will shade 410 sf of PTA for a net increase of 150 sf of shading in PTA. 7) The new stairways and landings will result in the shading of an additional 213 sf of PTS, AEC and 128 sf of upland area. 8) Construction of the gravel driveway will result in the filling of = 700 sf located in the PTS. Construction of the gravel driveway, extension and parking will result in the filling of 1,200 sf of upland area. 9) & 10) The installation of the wastewater treatment system and the yard grading and landscaping will result in the disturbance of = 3,000 sf of PTS and 11,212 sf of upland area for a total of 14,512 sf. SHPO recommends highly that the structure location not be moved in order to NOT compromise National Register Listing efforts. Therefore new piles will be "washed in" under structure. This will eliminate the need for heavy "pile driving" machinery. Well drilling equipment will be used on-site. Other construction equipment needs would be consistent with normal site clearing/grading, rehabilitation and pier/bulkhead replacement (Bobcat, Backhoe, etc.). d.
