Chandra,
I have received your rescission request for permit No. NCG550308. Please see email below from the City of Durham that
states that they do not have 4104 Baker Street in billing for sanitary sewer. If there was an application submitted by
you, to the City of Durham, please contact Julie below, so that this can be corrected.
Our records indicate that the facility is utilizing a Discharging Sandfilter System that was originally issued in 1993 and
renewed in April of 2017, by V. Colbert. I have attached the most recent inspection for your information. I have alsc
attached an application for the required name change needed for you to properly permit the existing Discharge
System.
The operation and the discharge of wastewater without a properly permitted system is a violation of NCGS 143-215.1
and can be subject to civil penalties of up to $25,000 per day. This office encourages you to properly permit this
system.
As requested in the previous inspection the following items are needed:
1. Install a chlorinator, chlorine contact tank, and de -chlorinator.
2. Locate the existing discharge pipe and have it flagged or install a new discharge pipe (permit will be required to
modify an existing system).
3. Have the septic tank pumped if it has not been cleaned in the last 3-5 years.
4. Sample the effluent and have it analyzed by a certified laboratory once a year.
I have attached the following:
a. NCG550308 Inspection completed on January 4, 2017.
b. A list of Installers that can also help you with location services and sampling.
c. NCG550000 Permit- required for Discharging Sandfilter, also states sampling parameters.
d. NCG55 Ownership change- required, not automatic.
e. NCG55 New Applicant -NOI - required if modifications are made. Must be completed prior to modification.
Once a Notice of Intent is issued then the modification stated in the application can be installed.
