There's no flow threshold — it's whether or not the discharge is to surface waters. If so, or if the discharge is to the
owner's property and eventually flows to surface waters, they need coverage under NCG500000.
Their A/C condensate is deemed permitted at 15A NCAC 02H.0106 (f) (3). They can discharge that to the ground. The
condensate requires permit coverage if they direct it to a stream. If it dissipate son site and doesn't flow off of it, they
wouldn't need a permit.
I suspect if they remove the pipe, they would not need permit coverage.
Regarding the tech bulletin, here's a copy. I'll let Brianna know it won't print from the website.

NCG50... is there a minimum flow threshold where the permit becomes required? It's not in the permit and I've never
heard of one before. I don't know of anything in statute or regulation either.
NCG500075 claims to discharge only <2 GPD between their boiler blowdown and AC condensate. It is piped into the
storm drain. They were not aware of the existence of their permit, which is typical. It was originally issued in'93 so I'm
sure many things have changed at the facility many times over the years and the permit fees are just paid automatically
every year.
I'd like to get rid of this one just as I have so many other 50s over the last several years. Many places that had these
permits did what they could to eliminate the discharges and then waited for me to come along and tell them they didn't
need the permit any more.
What do you think?
Also, one cannot print the 50's tech bulletin from the website. Who do I talk to to get that addressed? Wren? Brianna?
Also, spoke with owner of NCG550176, Don Watson (BIMS Paul Ellis). I sent him an OC form and he sent it in but didn't
do it right. You may get a bunch of stuff you don't need with his OC form, like a copy of the NCG55 permit, but you won't
get the deed. I'm gonna talk to him again later today and get him straightened out.
