The project is within a larger tract owned by J.J. Barnes and his family, who actively manage the area for desired wildlife habitat. Prior to mitigation activities, the project site was a jurisdictional wetland largely planted as a loblolly pine plantation, with smaller areas of open fields and established riparian hardwoods along the Little River. The site was clearcut and re -planted in 2001 by the landowner before the project inception. In 2003, the site was acquired by the State of NC for wetland restoration and enhancement, which included removal of all young pine trees. In 2007, a Restoration Plan was prepared that included stream preservation and wetland preservation, enhancement, and restoration. Due to agency stream stability concerns, the site wasn't permitted until 2009 and required additional Forestry Best Management Practices for construction. During construction planning, EEP and the IRT continued to have concern over potential damage during restoration tree removal in what was described as an overall "stable system" and pines were nearly 10 years old, making site prep a significant challenge. Following a 2010 IRT meeting and site visit, a revised Project Strategy was developed and outlined in a Memorandum, which replaced timbering with a prescribed fire to suppress pines and understory planting of climax hardwoods (Appendix Q. To enhance wetlands and streams, the site was burned in December of 2010, which removed undesirable understory vegetation. Fifty-five acres of wetlands and stream buffer were then planted in January of 2011 with native hardwood vegetation. The conversion of the pine plantation and associated riparian areas to hardwood species will greatly improve the wildlife habitat on the property and improve the aquatic species diversity and abundance in the streams on site. Goals and Objectives As described in the Restoration Plan, the overall goal for the Little River Stream and Wetland Enhancement Site is to preserve and enhance a natural floodplain system that exhibits desired functions appropriate to the existing geomorphic setting of the site. The main functions of this system are nutrient processing, aquatic and terrestrial habitat, and floodwater storage. Specific project objectives developed in the Revised Project Strategy include: Preservation of 210 linear feet of perennial stream channel, 39.3 acres of bottomland hardwood wetlands along the Little River, and 9.3 acres of successional wetlands. Enhancement of 3,593 linear feet of perennial stream channels and 54.8 acres of bottomland hardwood wetlands with partial removal of undesired vegetation via burning to promote desired species growth and planting of this area with specific native climax species to enhance natural habitat. Prosect Success Criteria The Revised Project Strategy eliminated earthwork and tree removal and chipping. Although there were groundwater gauges installed on site as a relic from the original Restoration Plan, there were no hydrologic modifications to the site and the data is provided in Appendix E for informational purposes only. Staff from DMS conducted 3 vegetative transects in 2015 near the grassy field data to provide additional vegetative data; results showed the project has ample vegetative density of hardwood species (Appendix E). Vegetation Pine plantation area: success at 150 planted stems per acre. Site met for 11 out of 12 plots; average planted density was 239; average with volunteers was 2,478. Grassy field area: success at 260 planted stems per acre. Site met for 1 out of 3 plots; averaged planted density was 310; average with volunteers was 2,158. Little River Close -Out Report DMS# 226 Page 6 of 17 DMS Recommendations and Conclusions Based on mean stem densities, the project has met the stated success criteria for the enhancement and preservation of characteristic stream and wetlands. Although three of the vegetation plots did not meet the stated vegetation success criteria, all plots are dense with volunteers from the target climax hardwood community, which eliminated the need for a supplemental planting. The activities conducted on this site provided an enhancement and preservation uplift by accelerating climax community succession and improving species diversity and root mass. These improvements lend themselves to improved productivity, floodwater storage, nutrient cycling, carbon storage, and aquatic and terrestrial habitat. DMS recommends closure of the Little River Stream and Wetland Enhancement Site with 1,458.2 SMUs and 32.36 WMUs. It is located within HUC 03030004070050, the Lower Little River watershed, which is listed as a Targeted Local Watershed (TLW) in the 2009 Cape Fear River Basin Restoration Priorities (RBRP) plan. Currently, DMS has two other projects in this TLW, Blue Mitigation Site and Sandhill Area Land Trust. The 2009 RBRP indicates that the TLW is 34% agricultural and 56% forested with 6% of the streams on the 303d List. In addition, 97% of the waters are considered either High Quality Waters (HQWs) or Outstanding Resource Waters (ORWs) and 3% of the watershed is protected as Conservation Area. The 2009 RBRP prioritized this watershed due to the extensive amount of HQW and the presence of 303d listed streams; preservation is recommended for this TLW. The project itself is located within a water supply watershed and is approximately 3 miles upstream of the Fort Bragg Central Section Natural Heritage Natural Area, and approximately 5.5 miles upstream of the Fort Bragg Little River Section Natural Heritage Natural Area, both of which are rated as Exceptional (the highest rating). Links to Watershed Goals and Objectives The Little River project addresses watershed priorities for improving habitat and species diversity through enhancement and preservation of over 3,8001f of stream and over 100 acres of wetland within a water supply watershed upstream of state designated Natural Heritage Natural Areas. Prior to construction, the project consisted of managed loblolly pine plantation with little vegetative diversity. The constructed project incorporates diverse vegetation to support a wide variety of riparian and aquatic species while protecting existing hydrology and water quality functions, including floodwater storage and nutrient management. In addition to the Little River project, there are two other DMS projects in this TLW, Blue Mitigation Site which is a stream and wetland preservation site in Long Term Management and Sandhill Area Land Trust (SALT) which is a wetland restoration, enhancement and preservation site in Year 5 Monitoring. A subsequent review of this final document by various state and federal agencies has prompted the need for an addendum to the report. Following recommendations from the North Carolina Division of Forestry Resources (DFR), it was suggested that various Best Management Practices (BMP's) be implemented during the construction of the wetland restoration project in order to protect the values and functions of the wetlands both onsite and offsite. This letter will serve as an addendum to the final restoration plan as described above. The following BMP's have been recommended by DFR to stay consistent with site preparation activities normally carried out during silvicultural activities within wetland areas. The manner in which these BMPs should be implemented is briefly described as well. 1) Position shear blades or rakes at or near the soil surface and windrow, pile, and otherwise move logs and logging debris by methods that minimize dragging or pushing through the soil to minimize soil disturbance associated with shearing, raking, and moving trees, stumps, brush, and other unwanted vegetation; EEP will require the contractor to minimize soil disturbance by complying with this BMP. 2) Conduct activities in such a manner as to avoid excessive soil compaction and maintain soil tilth, such as avoiding driving on wet soil and using the lightest equipment necessary; Vegetation removal will be conducted during the growing season to maximize working under drier conditions. 3) Prevent disposal or storage of logs or logging debris in streamside management zones -- defined areas adjacent to streams, lakes, and other waterbodies -- to protect water quality; EEP will require the contractor to move debris and choose staging sites away from surface wafer areas onsite. 4) Maintain the natural contour of the site and ensure that activities do not immediately or gradually convert the wetland to a non -wetland. This project does not require grading in wetlands and will not convert wetlands to non -wetlands. 5) Conduct activities with appropriate water management mechanisms to minimize off-site water quality impacts. EEP will require the installation of silt fencing where necessary, avoiding equipment maintenance near any surface water, and avoiding unnecessary disturbance of onsite streams. EEP will require work during the growing season. 7) Use appropriate harvesting equipment, methods and/or techniques that minimize significant alterations to soil structure. EEP will prohibit using equipment with heavy axle loads and driving on wet soil. Track -type tractors and 4WD tractors with properly inflated radial tires will be recommended to minimize soil compaction. 8) Consider ceasing operations or choosing a better harvest method if a single pass of equipment produces ruts deeper than 6 inches across a significant area of the site beyond primary skid trails and decks. Vegetation removal will be monitored and vehicle paths altered as necessary to ensure rutting does not occur. 9) Avoid crossing streams. If unavoidable, portable bridgemats are a preferred method for crossing streams and ditches. Stream crossings will be avoided to the maximum extent practicable (not to exceed four crossings over the entire site). Portable bridgemats will be implemented at the crossings. Sediment and Erosion Control Measures Sediment and erosion control measures shall not be placed in wetlands or waters to the maximum extent practicable. If placement of sediment and erosion control devices in wetlands and waters is unavoidable, they shall be removed and the natural grade restored within six months of the date that the Division of Land Resources has released the project; 5. Protective Fencing The outside buffer, wetland or water boundary and along the construction corridor within these boundaries approved under this authorization shall be clearly marked with orange warning fencing (or similar high visibility material) for the areas that have been approved to infringe within the buffer, wetland or water prior to any land disturbing; 6. Wetland Enhancement and Restoration Plans You have our approval for your proposed final wetland enhancement and restoration at the site. MEMORANDUM TO: Todd Tugwell, Chair Interagency Review Team FROM: Tracy Stapleton, Project Manager THROUGH: Jeff Schaffer, Eastern WPPI Supervisor and Marc Recktenwald, WPPI Manager RE: Second Follow Up on Project Strategy Little River (IMS #226) Cape Fear 03030004 DATE: 19 January 2011 This memo serves as an update of the restoration approach for the subject project, and to seek approval of the monitoring and credit strategy for this project. As you may recall, the Little River project is located near Vass in Moore County, in CF 04 (Figure 1). It is a WRP-originated project that originally proposed a large amount of stream restoration. In 2001 the site was timbered, streams channelized, soil bedded and loblolly pines planted in much of the floodplain wetlands by the owners for silviculture. The conservation easement was purchased by EEP in 2003. During design development visits to the site with agency staff and a change in design firm delayed and changed the restoration strategy at the site. In 2009, Stantec finalized plans to enhance the bedded pine plantation wetlands by removing pines and re -planting. Concerns at EEP continued, though, including bringing large equipment into the site, and disturbing the recovering soils. After another site visit with agencies, and internal discussion, EEP decided to plant a small portion of the site, below existing pines, for enhancement of the stream and wetlands and comparison of bottomland hardwood community development in planted and unplanted portions of the pine plantation. EEP contracted with ASIS to burn the site in December 2010. The burning was successful in opening up the understory at the site. Therefore EEP is changing its restoration approach and the resulting credits from the approach's implemententation. EEP will now plant all 55 acres of wetland and stream buffer (pine plantation and grassy fields) with bare roots of climax community species. The pine plantation, including stream buffer, will be planted at a rate of 300 stems per acre, with a target of 150 planted stems per acre at Year 5. These bare roots will mimic the understory development of these species, at a lower density than other wetland enhancement projects because of the high density of pines forming a canopy above them. We anticipate more closely mimicking a jump-started successional community by bringing in climax species to the nine year old loblolly stand. The grassy fields will be planted at a rate of 600 stems per acre Most of EEP's wetland enhancement projects invovle planting bare roots in a jurisdictional wetland barren of woody stems. For these projects, the ratio of 2:1 has been set by agreements that establish EEP policy. For this project, we propose 2.5: 1 credit in pine plantation areas because of the lower density of planted woody stems. In the grassy fields, we anticipate 2:1 credit. This would result in approximately 19.2 credits from the pine plantation, 3.5 credits from the grassy field area, and 9.8 credits from the preservation area. The total anticipated wetland credits from this site are 32.5 riparian wetland mitigation units, all of which are restoration equivalent credits. Stream credits total 1437 credits, attributed to Enhancement II of 3593 linear feet of stream through planting. Success will be met if 150 planted woody stems per acre are surviving in year 5 of monitoring in the pine plantation area, while 260 planted woody stems per acre must be surviving after 5 years of monitoring in the grassy field area. This lower density in the plantation area is a result of the loblolly pine presence and abundance. The grassy field area will have 2 CVS vegetation plots. In addition, five monitoring wells will be re- installed to collect hydrology data about the site. The stream portion of the site will be equipped with a crest gage, photo points, and 6 CVS vegetation plots. Stream buffer plots, because they are within the planted pine plantation, will also have a stem density requirement of 150 planted woody stems per acre surviving in year 5 of monitoring to meet success.
