And quite frankly it is becoming redundant and exhausting having to ask Division 11 to do their job! Here is a bit of history for you, because it seems No one from Division 11 ever did there homework before steeping foot onto Hackett Town Rd. If you had, then tax payers money would not still be being spent here. Hackett Town Rd. was built well over 100 years ago . It was built before old 421 which is now Boone Trail Rd. The people that built this road didn’t have engineering degrees such as yourself, but what they did have was knowledge of the natural erosion control, natural springs, the lay of the land and a way to keep the road draining at all the times. Now when Division 11 stepped foot on it all that was destroyed. At a cost of $1,708,902.00 and growing. Just another bit of history for you . I ask the question in April of 2015 how you managed to budget 1 million dollars for this road to Mr. Tetzelaff. His response follows. If the project were contracted out, it would include an itemized budget. However, since the majority of the actions taken on this project are by the inhouse DOT folks, there is no itemization at this time. They took an (Estimate) based off of historical figures (which has been indicated to be quite accurate in the past), and will have a breakdown once the project is complete; however, at this time they are working off of the (estimates) and not a specific budget. Again it seems NO one in Division 11 did or has done there homework. I recall the site manager, Mr. Aaron Myers, specifically deleting culverts that the road plans called for. He made these decisions in the field, so obviously he had NO idea as to what he was doing. Because you chose to rock hammer the side of the mountain for months, you hit all these natural springs that were in the mountain and did not compensate for all the water that is now continuing to 1 pour out the side of the mountain. This road will NEVER drain properly unless you install the culvert pipes that the road plans called for to start with. Someone needs to be held accountable for these colossal mistakes! It is becoming quite obvious that you can’t even cut a ditch line or put it on the right grade. I have a question for you. Do you happen to fish? If so then you should come on down to Hackett Town Rd and fish from the ditches. I was thinking since they are small ponds and not ditches that maybe we could do a catch a release program. Not sure if you have to have a license to fish from ditches though. Or maybe frog gigging is more appropriate. Pay close attention to the attached pictures. Please make note of the tadpoles swimming and also the huge mosquito in the water. The ditch across from the house was never even touched when the "attempts to fix" were done. Anyone that can see will notice how this ditch will never drain since water can’t run uphill! If it was that easy to just bring some gravel up here then why did you wait this long to do that? You can clearly see from the pictures that idea didn’t work. I really don’t want to hear that the baffles are holding the water either. Notice the picture that was taken that shows the baffle was removed but the water still is standing! Most of these pictures were taken before it rained. There are two that were taken after. As you can see, there are NO change in the ditch drainage either before or after the rain ... there is STILL Standing Water! It seems that you aren’t understanding or maybe you chose not to look at the pictures. So I would like to ask you to personally to come to Hackett Town Rd and meet with me so that we can come up with a solution to this major problem. Let me know a day and time that works for you so that we can see the issues firsthand and work out a corrective plan of action. In going forward I would hope that Division 11 make some major changes with staff and the way they spend tax payers dollars! I would like a response ASAP. Have a good day. Stacey Triplett. 2
