The renewal package includes original and 2 copies of the NPDES Permit Application—Short Form C—WTP and our Sludge Management Plan as well as required exhibits. The only significant change in the facility since our last renewal is that the water treatment plant capacity has increased from 12 MGD to 14.7 MGD; while we are not currently operating at this high output capacity when we are it will most likely result in a higher wastewater discharge flow rate. The permit application has been drafted to indicate the higher rate for the water treatment plant. In considering our renewal application we would request that you consider the following specific concerns: • Our current NPDES permit includes an effluent limitation for manganese that is scheduled to become effective in March 2019. It is our understanding that manganese is no longer an enforced water quality discharge constituent for this level of permit and we therefore request that the effluent limit and compliance deadline be removed with this permit renewal. • On the renewal application we have indicated that the facility does use membrane filtration technology,however; we believe that the membranes in use at our facility should be considered under the classification for conventional treatment and that in fact our facility should be eligible for coverage under the General Permit for Greensand and Conventional Water Treatment Plants. The process does include a chlorine and pH cleaning of the membranes but neutralization of the cleaning water is performed prior to discharge to the wastewater system so there are no adverse cleaning agents as is typically associated with membrane filtration. These membranes perform the same function as dual media filtration; they just provide a physical barrier against contamination. We would ask that these facts be considered in our renewal. • Our current permit includes chronic toxicity monitoring at the 90% effluent concentration we believe that the 90% effluent concentration is overly restrictive and that it does not reflect actual conditions. It is our understanding that the 90% concentration requirement was implemented solely due to the fact that the discharge is to a reservoir. We believe that the discharge location, relative size of the reservoir and the required continuous downstream release from the reservoir should be considered in this evaluation. With consideration of these factors we believe that evidence would show that substantial dilution of the wastewater effluent does occur and that a lower effluent concentration for chronic toxicity sampling is justified. Description of source water(s) (i.e. groundwater, surface water) Water Treatment Plant source water is the Randleman Regional Reservoir, raw water is drawn from the reservoir through a raw water pump station location on the Deep River arm of the reservoir. 7. Describe the treatment process(es) for the raw water: Raw water is initially treated with potassium permanganate for the oxidation of iron and manganese. The water is then sent through the rapid mix process where sodium hypochlorite, ferric sulfate and an anionic polymer are added before the water is delivered to two upflow clarification units. Sulfuric acid can also be added at the rapid mix for additional pH optimization as necessary. Initial flocculation and sedimentation occur in the clarification units before water is sent through the filtration process. The facility has the capability to filter water using any or all of three different processes including dual media filtration, micro-membrane filtration and granular activated carbon filtration. Following the filtration process the water is sent to clearwells where disinfection with sodium hypochlorite occurs, fluoride and an orthophosphate are also added at this point. Following disinfection in the clearwells, final pH adjustment occurs with the addition of lime slurry or sodium hydroxide and the chlorine is converted to chloramines with the addition of aqueous ammonia for final delivery to the transmission system. While we have indicated that the facility uses membrane technology, the membranes in use are low pressure micro filters and they do not produce the high concentrate discharge streams associated with high pressure membrane systems such as RO and nanofilters. We believe the micro filters in use at our facility should fall in the same classification as conventional treatment. S. Describe the wastewater and the treatment process(es) for wastewater generated by the facility: Wastewater from the facility is generated from four main treatment processes, wasting from coagulation, backwash and maintenance wash waste from the filtration processes, process wastewater and solids dewatering. The wastewater treatment process consists of an equalization lagoon, gravity thickener, decant lagoon, discharge flume with flow measurement and belt filter press for solids dewatering. As necessary pH adjustment can be performed prior to water entering the decant lagoon, dechlorination can also be performed as necessary at the discharge flume. 9. Box 1326•Randleman,NC 27317 Physical Address: 7297 Adams Farm Road•Randleman, NC 27317 Telephone: (336)498-5510• Fax: (336)498-1903 Process Solids from the John F Kime Water Treatment Facility are primarily generated through the coagulation and flocculation process and as a by-product of the filtration process in the form of backwash water. Solids from the coagulation and flocculation process are delivered directly to the gravity thickener. Solids from the filtration process are delivered to the equalization lagoon where they can be transferred to the gravity thickener either through a single 12-inch floor drain and pump station or using a mechanical dredge. The gravity thickener allows solids to slowly thicken over time before removal for further dewatering by a 2.2 meter Charter tower belt filter press. Overflow from the thickener can either be directed back to the equalization lagoon where it can overflow into the decant lagoon or it can be sent directly to the decant lagoon. Thickened sludge is drawn off the bottom of the thickener through a dual pump lift station and sent to the belt press where it is treated with polymer and dewatered to a 20 to 25% sludge cake. Dewatered sludge is stored in a contained concrete storage area with runoff directed back to the sludge thickener. Sampling Process control sampling of the sludge is performed prior to and after dewatering on the sludge press. Thickened sludge from the gravity thickener is sampled once per week for solids consistency to ensure appropriate application to the belt press. Sludge from the belt press is analyzed at least on a twice weekly basis to determine the percent sludge cake with a goal of obtaining at least a 20% sludge cake. This analysis is performed in-house by PTRWA personnel. Annually PTRWA collects a TCLP sample of the sludge for compliance with landfill disposal requirements. TCLP analysis is performed by a contract laboratory. Land application sampling is the responsibility of Synagro Technologies under the contractual agreement with PTRWA. Synagro collects all samples required for meeting their land application permit requirements and submits these samples directly with their annual sampling report of compliance. Solids Handling Disposal of dewatered sludge is currently managed through land application under contract with Synagro Technologies, Inc. Synagro is responsible for handling all land application permitting, land application sampling and transporting. In the event of adverse weather conditions restricting land application PTRWA maintains approval to dispose of dewatered sludge at the Uhwarrie Environmental Landfill in Mount Gilead, North Carolina. When it is necessary to dispose of sludge in the landfill PTRWA either contracts hauling with Lemons Backhoe and Loader Service or handles hauling directly using our own personnel and equipment. w PAT MCCRORY DONALD R.
