Please find attached the completed renewal permit application for the NPDES noncontact discharge
permit for Arauco Panels' Moncure, North Carolina facility. The only significant change to this facility's
discharge is that currently 100% of the water is being recycled onsite as process water. The site
received a waiver from the DWR for monthly DMR reporting in 2014 as long as the facility was not
discharging and would like to keep this agreement in place going forward in case future discharge is
needed from this system.
The data compiled for the application therefore is from 36 months prior to the cessation of discharge
(June 2011-June 2014) per communications with Jennifer Busam or the DWR. Not included in the
analysis and available upon request is sampling conducted per permit requirements for chlorides,
turbidity, TKN, Nitrite+Nitrate, total nitrogen, and total phosphorous.
The solids management plan for this facility is very simple because the only solids that accumulate are
typically the result of landscaping, rocks, or small debris getting in to the wastewater sumps and then
being caught in the sock filter. This material is considered inert waste and is thrown away with
industrial waste on site. Generation when the system is in full operation is less than 1 pound per year
in solid waste.

Briefly describe the manufacturing process(es):
Raw wood residuals from wood products facilities are milled and refined to appropriate geometry and
dimensions. Then, the wood is dried and resinated with urea-formaldehyde resin. The resinated wood
is then pressed to create a solid master panel.
The master panel is sanded to provide a level surface for veneer or lamination and then the master
panel is cut to dimensions for final customer needs. A certain percentage of the production is also
laminated onsite with a melamine-impregnated paper to produce laminate panels for furniture
applications.
