John,
I was reading the FERC EA on the Yadkin Pee Dee project and noticed that there is a seasonal
dissolved oxygen problem when generating from High Rock Lake because the lake stratifies. The
proposed solution in the EA appears to be monitoring for when the problem occurs and using the first
on last off strategy for the turbine intake highest in the water column. Has or will North Carolina
address(ed) this problem in your 401 certificate? If so might I get a copy of the language that you used
to condition the certificate. We have the same problem in the Smith Mountain Project. AEP is
proposing the same solution.
