"This letter is a request that consideration be gi~~en to delaying the issuance of a 401 Water
Quality Permit to l~I?KC. relative to ei~iorts in prligres in Stanly County.
It is my understanding that the Division ol~Solid Waste is working with the L;PA and
Alcoa to conduct a "fish study" to determine the impact the harardous materials from
either the power generation or the smelting plant ma~~ have on fish in the lake. Also.
Stanly County has retained an environmental consu!ling firm to examine public
documents pertaining to 111coa's testing of solid waste disposal sites that may contain
harardous waste and anv impact they may have on the yualily oi~surface or ground water
and advise when Stanly County should conduct independent testing.
f also have been told that Alcoa hay requested, and tine DE:NTZ Section that handles
discharge permits has granted /~Icoa an extension of time to meet the discharge standards
into l3adin bake lilr chlorine. cyanide and fluoride at more than one discharge point.
