Per Item 2.b.(3.) of the Order, Pilgrim's is required to develop a Solids Management Plan within 180 days of November 13, 2015. Pilgrim's operates a poultry processing plant in Sanford, North Carolina. This Facility is located at 484 Zimmerman Road in Sanford, Lee County, North Carolina 27330. This Facility receives live chickens and chicken parts and processes them into various chicken meat products. Wastewater produced in poultry processing operations, other ancillary operations (i.e., vehicle and equipment maintenance and washing, plant sanitation, boiler and condenser blowdown, etc.) and storm water collected from "high impact" areas is treated in an advanced onsite wastewater treatment system, which includes the following primary treatment processes: • Covered anaerobic treatment lagoon with biogas collection and flaring; • Two-stage anoxic-aerobic treatment system with integral nitrification/denitrification; • Clarification; • Tertiary filtration; and • Disinfection and dechlorination. According to Facility records, the average daily volume of wastewater treated in the advanced wastewater treatment system from 2014 through 2015 was approximately 0.94 million gallons per day (MGD). A majority of the effluent from the advanced wastewater treatment system is discharged to the Deep River under NPDES Permit No. NC0072575. Minor portions of the treated effluent are returned to the Plant for reuse purposes or managed via a spray irrigation/land application system (LAS) permitted under a separate Non-Discharge Land Application System Permit, Permit No. WQ0028653. Sanitary wastewater from the Facility is also treated and disposed via the permitted LAS. Waste biosolids from the activated sludge treatment system will be dewatered and managed/disposed offsite. Specifically, waste biosolids from the activated sludge treatment system will be transferred to a 100,000 gallon waste biosolids storage tank by two submersible waste activated sludge pumps. The waste biosolids storage tank will be provided for storage and thickening of the biosolids before being transferred to the belt filter press for mechanical dewatering. Specifically, the 1.0 meter BDP belt filter press will be rated at 150 gpm of biosolids flow capacity and 1,500 pounds per hour biosolids loading capacity (dry basis) and is anticipated to be operated four hours per day to dewater a maximum biosolids volume of 2,100 pounds of dry biosolids per day. Ammonium Hydroxide - Produced as by-product in poultry processing and wastewater treatment operations. Chlorine— Used for disinfection of treated effluent, reuse water and potable water supply for plant and potentially other water treatment purposes. Ferric Chloride - Can be used in process wastewater pretreatment and/or treatment operations. Ferric Sulfate - Can be used in process wastewater pretreatment and/or treatment operations. Nitric Acid —Component in certain plant and equipment sanitation and cleaning products used at the Facility. Phosphoric Acid — Component in certain plant and equipment sanitation and cleaning products used at the Facility. Potassium hydroxide - Component in certain plant and equipment sanitation and cleaning products used at the Facility. Page 1 of 2 Sodium Bisulfite and similar sulfur compounds (e.g., sodium metabisulfite, sulfur dioxide, etc.) can be used ahead of wastewater treatment systems to remove PAA, hydrogen peroxide and/or residual chlorine and/or to remove residual chlorine from the final effluent prior to discharge to surface water. Sodium Hypochlorite — Component in certain plant and equipment sanitation and cleaning products used at the Facility and can also be used to disinfect water and wastewater streams. Sodium Hydroxide - Component in certain plant and equipment sanitation and cleaning products used at the Facility and for pH control in wastewater treatment operations. Sulfuric Acid —Component of batteries for forklifts, etc. and can also be a component in certain wastewater treatment chemicals. The wastewater treatment systems at the Facility are expected to effectively treat/remove the chemicals, "Hazardous Substances" listed above. Also, the current NPDES permit for the Facility includes appropriate monitoring requirements (i.e., analysis) and/or limitations to ensure these "Hazardous Substances" are not discharged to the receiving stream in harmful levels.
