The 12/6/07 memo from S&EC states that: "The project area, as defined in the scope of
the project in the initial application, is just the right-of--ways [sic] of the proposed
roadway improvements." The project area is actually defined by the ACE. If the
applicant can demonstrate that the ACE has defined the project as just the rights of way,
then the DWQ will define the scope of the project consistently and require stormwater for
only the rights of way.
