Proiect Summary: The applicant proposes to construct a vinyl bulkhead for shoreline stabilization in the Goose Creek Inter -Coastal Waterway (ICW), Pamlico County. G� Field Investigation Report: R E Mayo Seafood Page 2 9. Narrative Description: This proposal is a major modification request to CAMA Major Permit #07-14. The shoreline stabilization authorized by that permit has been completed. The applicant's properly is sustaining erosion along the southern end, adjacent to the ICW, and wishes to replace the existing rip rap rubble with a vinyl bulkhead. The property is located in Hobucken at 183 Mayo Road (SR 1240), off of NC hwy 33 and hwy 304 in Pamlico County. This site is developed with a commercial fish house, driveway, rip rap and bulkheads, boat ramp, and docks. The parcel is 4.01 acres. The adjacent area to the north is the NCDOT highway, and the adjacent surrounding property to the south and west is undeveloped, owned by the NC Goose Creek Island Game Preserve. Both of the adjacent properties are owned by the state of North Carolina. The elevation of the high ground of the parcel is about +4' above the normal water level (nwl). Vegetation on the lot mainly consists of lawn grasses. There are Coastal Wetlands towards the southern end of this property. This lot has approximately 1,780' of continuous shoreline along the ICW and Jones Bay. Immediate offshore water depths adjacent to the parcel range from —3' to —12' nwl. The subaqueous substrate is firm with shell. There is an identifiable erosion escarpment at the southern end of the property along the shoreline. The existing rip rap rubble at this location has failed to adequately prevent this erosion of the high ground. This erosion is due to wave action from passing boat traffic along the ICW. There is not a cultural resource in the nearby vicinity of the project area. This waterbody is approximately 200 feet across at this location. These waters are not classified as a Primary Nursery Area and there is not any submerged aquatic vegetation present. This area is closed to shellfish harvest and is classified as SA; HQW, Nutrient Sensitive Waters. There is a defined Federal Channel in this area. This project area is subject to the Neuse River Riparian Buffer Rules. 10. Proposed Development: The applicant is proposing to replace existing rip rap rubble with a vinyl bulkhead adjacent to the ICW and Jones Bay, near Hobucken. The proposed development will take place at 183 Mayo Road (SR 1240), off of NC HWY 304 and NC HWY 33. The purpose of the proposed improvement is to protect the shoreline from erosion and scouring as a result of boat wake on the ICW. This proposed bulkhead will tie into the existing bulkhead to the north. The proposed bulkhead would be 910' long. It would connect to the existing bulkhead adjacent to the project area. Due to erosion of the exposed area and in order to connect to the other existing bulkheads, the proposed bulkhead would average approximately 1.5' waterward of the nwl. The proposed bulkhead will extend a maximum of 2' waterward from the nwl, at its greatest extent waterward. This will necessitate approximately 1,365 ft2 of backfill for the bulkhead to be placed below the nwl. There is evidence of shoreline erosion and scouring during the past year from wave action caused by boat wake and the high traffic volume on the ICW. The work would take place from the high ground. An excavator and bull dozer would be utilized to construct the bulkhead and place backfill. Filter fabric against the bulkhead and silt fence would be used to prevent loose fill from entering the Estuarine Waters. In order to install the dead men and tie back rods, a 20' -wide work corridor would occur on the high ground immediately landward of the proposed bulkhead. 10. Anticipated Impacts: The proposed bulkhead would apparently fall within the Federal Channel ICW Setback, but this proposal would not encroach into the channel. The proposed bulkhead would extend an average of 1.5' waterward in order to connect to the existing bulkhead adjacent to the project area. This proposed bulkhead would fill 1,365 ft2 of Public Trust Waters. This proposed bulkhead would fill 13,195 ft2 of high ground. There is an existing adjacent side -to parallel dock just waterward of the proposed bulkhead alignment. The ICW is 200' wide at this location. This proposed vinyl bulkhead would protect a vulnerable and poorly stabilized area of eroding shoreline that is subject to constant wave action as a result of boat wake against the applicant's property. Traditional marine construction methodology (i.e. sheet pile driven with vibratory hammer, dozers and backhoes would place backfill behind the bulkhead) will be utilized during the construction of this bulkhead. Temporary, short-lived turbidity impacts are anticipated during the setting of the sheet piles. The existing rip rap rubble along this area of shoreline has settled to such an extent, that the applicant wishes to bury it beneath the backfill (as opposed to excavating and removing the debris). There is no known cultural resource in the nearby vicinity of the project area. This project area is subject to the Tar/Pamlico River Riparian Buffer Rules. Water depths within the proposed bulkhead are up to -1' deep nwl. These waters of the ICW are not classified as a Primary Nursery Area and there is not any submerged aquatic vegetation present. There are no Coastal Wetlands within the proposed project area. This area is closed to shellfish harvest and is classified as SA; HQW, Nutrient Sensitive Waters. It will not pose a hazard to navigation due to the fact that the proposed bulkhead will be landward of an existing side -to parallel commercial fish house dock.
