Subject: D100106 - US 311 Environmental Preconstruction Meeting
Frank/Rick,
The environmental preconstruction meeting was held onsite today for the US 311 project (D100106) over Rickers Branch
in Stokes County. In attendance were Dale Swicegood (Resident Engineer), Larry Shaver (Asst. Resident Engineer),
Stephanie Braquet (NCDOT Environmental Specialist), and Dave Wanucha (NCDENR Environmental Senior
Specialist). Following is a summary of the items that were discussed:
• The physical location of the proposed culvert was identified.
• The proposed culvert has three barrels, the low flow channel being located in the center. The outer barrels will
have a 3'sill and the sides of the stream channel will be benched up to this high flow elevation. The center
barrel has a 1' sill.
• The plans call for filling the low flow barrel with native material from the existing streambed. However, since
the existing streambed is being used to carry the stream until water is turned into the culvert, this is not
possible. Dave agreed that a mixture of native material and rip rap can be used for the high flow barrels as per
plan, but preferred that the low flow barrel not be filled. Dave and Dale agreed that it would be best to
construct a 5' to 10' long ramp just behind the 1' sill of the low flow barrel to prevent a waterfall effect. Dave
also mentioned that the ramp will help aquatic life moving upstream. With the amount of sand lining the banks
of the existing stream, Dave feels that the streambed of the low flow barrel will naturally establish itself pretty
quickly. Dale asked if material excavated for the culvert site could be used for the high flow barrels, if it is
somewhat sandy. Dave felt that it should have a sandy texture and agreed. Once construction starts and
excavation begins, Stephanie will return to the site to view the excavated material and confirm the texture.
• The field of Parcel # 4 has an 8" drain pipe empting into the creek. Water was constantly flowing during the
meeting. As shown on the roadway drawing, the pipe will have to be extended when the existing channel is
filled in.
• Onsite rain gauges will be used for NPDES reporting. Stephanie asked that the NPDES reports not be signed until
all information for the week had been entered.
