Dear Mr. Sedlacek,
On November 18, 2024, Division of Water Resources staff Kristen Potwora and Breann
Spencer conducted a scheduled routine compliance inspection at Town of Dobson RLAP.
Michael Frazier (ORC) was present during the entire inspection. A review of available
records, treatment components, storage facilities, and land application fields was
completed. This review reflected compliance with the subject permit.
Land application hasn't occurred since 2007, and Mr. Frazier stated that it likely will not
occur in the near future. As a reminder, per Permit Condition 111.3, "the Permittee shall notify
the Winston-Salem Regional Office, telephone number (336) 776-9800, at least one
business day in advance of conducting any land application activity."

Inspection Summary:
On November 18, 2024, Division of Water Resources staff Kristen Potwora and Breann Spencer conducted a scheduled

Observations
• Sludge is hauled to Mt.Airy WWTP via PD Quik, a septic system service company, in exchange for potable water being
flushed through the sewer lines from the Town of Dobson WWTP to Mt. Airy WWTP.
• The Town of Dobson WWTP's residuals storage and treatment components are all operated manually.
• BIMS states that Michael Frazier is the designated back up ORC and Dennis Key is the designated ORC, which needs
to be switched. DWR staff provided the ORC Designation Form to Mr. Frazier on 11/18/2024, in order to update BIMS.
• DWR staff inspected the land application fields and observed no new structures, or issues that would prevent land
application in the future.
