On August 21, 2024, the Division of Water Resources (Division) received a request for an
adjusted daily sewage flow rate (flow reduction) that would apply to all permitted but not yet
tributary residential connections and all future residential connections at 90 Anfield Road New
Hill, NC 27562. Additional information was requested by the Division and was received on
September 6, 2024.
In accordance with 15A NCAC 02T .0114(f)(2), the Division has evaluated the request, and
based on the data submitted, the Division hereby approves for use by Kyler Zadell, Esq. an
adjusted daily sewage design flow rate with the following conditions:
• The flow reduction is applicable to residential single-family dwellings only.
• The minimum flow for 1- and 2- bedroom dwellings shall be 192 gallons per day.
• Each additional bedroom above two bedrooms shall increase the volume by 96 gallons
per day per bedroom.
• This flow reduction shall not apply to sewer extension applications and/or permits for any
other public or private organizations whose wastewater flows are or might become
tributary to the 90 Anfield Road, New Hill, NC 27562 collection system (WQ0045733).
Future sewer extension applications should be made using the flow reduction amount stated -
above. All other aspects of the permitting process remain unchanged, and all applications must
be in compliance with the statutes, rules, regulations and minimum design criteria as certified by
the owner and engineer.

Reeardless of the adiusted design daily wastewater flow rate, at no time shall the wastewater
flows exceed the effluent limits defined in the oermit for the treatment facility or exceed the
capacity of the sewers downstream of any new sewer extension or service connection(s).,
In accordance with 15A NCAC 02T .0114(f), the Division periodically requires reassessment of
wastewater flow data associated with the collection system or the receiving wastewater treatment
plant as applicable to confirm the suitability of the approved flow reduction value. Andrew Ross,
Eso. shall submit documented, representative data in accordance with 15A NCAC 02T_
.0114(f)(l)(A-H) prior to July 31. 2032. Failure to submit the required data by this date will_
result in this flow reduction annroval letter becoming- null and void. Upon review of the data, the.
Division shall either r_ea_nn_ rove, modify_ or not Grant rear_ nroval for the n_ reviously_ a_un_ roved flow,
reduction value.
The granting of this flow reduction does not prohibit the Division from reopening, revoking,
reissuing and/or modifying the flow reduction as allowed by the laws, rules, and regulations
contained in 15A NCAC 02T, NCGS 143-215.1, or as needed to address changes in State and/or
Federal regulations with respect to wastewater collection systems, protection of surface waters,
and/or wastewater treatment.

Soils Report for Proposed Residential Surface Drip Wastewater Irrigation System
Project Name: Anfield Subdivision, Lot 6
A detailed soil evaluation on the above referenced tract was conducted to determine
suitability for a subsurface or surface wastewater system. This report is being prepared to
satisfy the requirements set forth by 15A NCAC 02T.0600 concerning the soils report for
single family surface wastewater systems since this property does not contain enough
suitable soils to support a flow reduced 5-bedroom subsurface septic system. The
location and characteristics of a site that is potentially useable for a surface drip irrigation
wastewater system was identified. This report details our findings and provides the
necessary soil/site information needed for a surface irrigation system to be designed by a
professional engineer. This fieldwork was completed in April, 2024.
The potentially useable soil area was located in the field and is shown on the
accompanying soils map (Attachment 1). The proposed disposal area is compliant with
buffers for surface wastewater systems. The map also shows the locations where
measurements of saturated hydraulic conductivity (Ksat) were performed.
This site is located in the "Triassic Basin" geologic unit of Chatham County. Upland
soils on the site are generally similar to the Creedmoor-Green Level Complex soil series.
These soils have expansive clay mineralogy and may have indications of soil wetness
present in the subsurface horizons. Soil wetness indicators are considered to be
perched based on guidance and interpretations of the Chatham County soil survey
document. These types of soils are generally unsuitable for conventional subsurface
septic systems. However, the favorable soil characteristics of the surface horizons offer
the opportunity for surface application of treated wastewater.
Soil Evaluation
The soil condition of the proposed wastewater area is described with the borings shown
on the attached soils map, as well as in the accompanying Ksat location soil profile
descriptions (Attachment 2).

The landscape position for the proposed irrigation field is on a broad side slope with a
sandy loam A horizon. We recommend a maximum instantaneous irrigation rate of no
greater than 0.3 in/hr for design purposes. Measurements of saturated hydraulic
conductivity (Ksat) were conducted within the Bt horizon at three locations within each
of the two proposed drip disposal area. The Bt horizon was tested because it was the
most restrictive soil horizon based on texture and mineralogy.
The geometric mean Ksat of the native Bt horizon (most restrictive) was 0.014 in/hr.
Ksat calculations and field data are shown in Attachment 3.
Single Familv Loading Rate Worksheet
A single-family water balance calculation was conducted per the above referenced
regulation. Based on the geometric mean Ksat and our field observations, these soils fall
under Loading Rate Group SFR-C and could therefore be loaded from 13.5-19.5 in/yr.
Parameters utilized in the SFR Irrigation Area Calculation Worksheet are described
below:
Potential Evapotranspiration (PET) and 80th Percentile Irrigation:
Data from a nearby site (RDU International Weather Station) for a 77 year period was
utilized in the model per NC DWQ policy guidelines for these parameters. This data is
shown in the attached SFR Irrigation Area Calculation Worksheet (Attachment 4).
Drainage Rate and Discussion of Drainage Coefficient Utilized in the SFR Irrigation
Area Worksheet:
We are proposing a drainage coefficient of 32%, which results in an actual Annual
Hydraulic Loading Rate of*18.54 inches/year.
Drainage coefficients were first introduced by US EPA as a way of "penalizing"
wastewater movement through the soil profile since it was assumed that wastewater
carried concentrations of organic substances that would form a "biomat", subsequently
retarding the rate of this wastewater movement over time. It is generally held that the
cleaner the wastewater, the higher the drainage coefficient that could be specified.
Unfortunately, to our knowledge, no rigorous scientific testing has been conducted to
assess how this coefficient can vary as a function of wastewater treatment. In this case, a
relatively high level of treatment (TSII) is specified for the proposed waste stream, and a
drainage coefficient of 32% allowed for an annual irrigation rate that was in the range of
appropriate values for the loading rate groups provided by NC DEQ. Similar annual
loading rates have been specified for soils in this region by NC DEQ for many years,
including adjacent lots in this same project.
In the case of this submittal, the Ksat data were found to be relatively consistent with one
another. We recognize that the subsoil is restrictive as evidenced by the perched soil
wetness indicators, but the proposed drain field is located mostly on a broad linear side
slope with 4-5% slopes, thereby preventing ponding of any applied wastewater. The soil
characteristics are also consistent with one another as evidenced by the soil boring logs
and soil profile descriptions, suggesting that unexpected soil inclusions should not be of
concern.
Standard Fertilitv Analvsis
Soils within the proposed spray area were also analyzed for current fertility conditions.
Because of similar landscape type and management conditions, one composite sample
was used to infer soil fertility status within the proposed dispersal area. The standard soil
fertility analysis was completed by Waypoint Analytical Laboratories, Inc. Soil sample
results are included in "Soil Analysis Report" provided by Waypoint Analytical
(Attachment 5). Base saturation and exchangeable sodium percentage were determined
by calculation to be 52% and 2.35% respectively. Appendix 5 also contains information
on other soil parameters such as specific nutrient indices and pH.
Conclusions
Site disturbance could create unsuitable conditions for the proposed system and should
therefore be minimized prior to construction. A permanent vegetative cover should be
immediately established and/or maintained over the entire application field after
installation.
An individual wastewater system permit will be required for this property prior to
obtaining a building permit. This will involve a detailed evaluation by the state to
determine, among other things, system size and layout, drive/parking and building
location. Only after developing this information can a final determination be made
concerning specifics of system design and site utilization. The letter of denial regarding
subsurface septic systems issued by Chatham County Environmental Health should also
be included in the application for a surface application system.

Mr. Luong:
The purpose of this correspondence is to offer reply to your comments/additional
information requested in your letter of November 1, 2024. Responses below will be
given in the order of the items listed in your letter. The comments included in your letter
which pertain to aspects of the Soil Evaluation are as follows:
G. Soil Evaluation:
1. Pursuant to Form: SFRWWS 06-16 Item IV.5, the application is for a 5-bedroom
system while the Soil Evaluation notes a 4-bedroom system. Please verify the correct
bedroom count and revise as necessary.
This was a typographical error and has been corrected on the attached revised soil
report
2. See Comment H.1.
This has been addressed by the design engineer.
3. Chris Smith of the Raleigh Regional Office has reviewed the application and provided
the following comments:
a. At Nest 3, DWR staff observed indicators (10YR 6/1 mottles) of SHWT at
approximately 15 inches below the surface. The provided profile description for this
location states that lOYR 6/1 mottles were observed in the Bt horizon described from 20-
30 inches. It also states that the SHWT is perched at 13 inches. This description is self -
conflicting and a corrected description should be provided. Please verify and revise.

The section of* the soil description page entitled "Seasonal High Water Table" notes
where the first occurrence of*redoximorphic features were encountered In the case of*
Nest 3, we first encountered these mottles at 13 inches below ground surface. It was an
oversight on our part to not include Munsell colors for these mottles for the horizon
where SHUT was encountered (the AB horizon). This has been corrected in the
attached revised report.
