Subject: Bridge 291 Buncombe PCN
Good afternoon,
Please see the attached PCN for Bridge 291 in Buncombe County. We plan to replace the existing bridge with an
aluminum, double barreled culvert. I will attach plan sheets to a second e-mail.
If you have any questions please call me.

Bridge to Culvert Avoidance and Minimization
Proposed Structure Summary
Sheet No. & Station Sheet No.: 4 Station: 13+08 -L- Number of Barrels: 2
Drainage Area (ac or sq mi): 0.73 Sq. Miles Barrel Width/Diameter (ft): 6'-1"
Surface Water Body: UT Little Pole Creek Barrel Height (ft : 4'-7"
Culvert T e: Aluminized CSPA Culvert Length (ft 50
Avoidance and Minimization Efforts: The proposed culvert will be buried 1.0' with sills throughout the low flow channel to retain bed material. A floodplain bench and 1.5' sills in the high
(Bridge to Culvert) flow barrel of the culvert promote low flow in one barrel only, maintaining the existing low flow channel dimensions and velocities as closely as
possible. The culvert approximates the existing bed slope and provides a smooth transition from upstream to downstream. The proposed culvert is
better aligned with the stream and provides less abrupt bends at the inlet and outlet compared to the existing bridge.
Stream Slope Fish and/or Aquatic Life Passage
Existing Average Stream Slope (°/a): 3.80 % Existing Low Flow Channel Dimensions 5.7' wide
Proposed Culvert Slope (%): 3.60 % in the Stream: 0.4' deep

Proposed Culvert Burial Depth (ft): 1
Existing Streambed Material: Sand with cobbles, gravel, and boulders Proposed Low Flow Dimensions 6.1' wide

Proposed Sills/Baffles: The proposed culvert will have 1.0' sills at the inlet,
outlet, and two additional locations spaced 16' Existing Low Flow Velocities in the

Alternating Low Flow Sills/Baffles: N/A
Culvert/Stream Alignment
Stream Patterns Upstream and Downstream The existing stream features bends upstream and downstream of the proposed culvert. These bends are a natural part of the stream and the
of the Culvert that Could Affect Fish proposed culvert was designed in a way that best promotes bank stability given the physical constraints of the roadway.
Passage and Bank Stability:
Bed Forms Impacted by Culvert (riffles, A long riffle runs through the proposed location of the culvert.
pools, glides, etc.):
Low Flow Floodplain Bench Required? Yes A floodplain bench is necessary to provide the low-flow channel geometry necessary to approximate the existing stream as well as
(provide justification) adequately pass high flow events without increasing water surface elevations upstream of the culvert.
Sharp Bends at Inlet/Outlet? Yes Bends are present at the inlet and outlet of the proposed culvert due to the natural alignment of the existing stream.
(describe culvert alignment with stream)
Stream Realignment Necessary? (provide Yes The propsed culvert is skewed to the road to provide less abrupt inlet and outlet bends than the existing bridge allows. This should
justification) reduce the threat of bank degradation.
Bank Stabilization: Class I rip rap has been specified for the banks upstream and downstream of the proposed culvert to provide bank stabilization.
Outlet Velocities
Natural Stream Channel 2-yr Velocity (ft/s): 3.5 Natural Stream Channel 10-yr Velocity (ft/s): 3.9
Proposed Culvert 2-yr Outlet Velocity (ft/s): 3.5 Proposed Culvert 10-yr Outlet Velocity (ft/s): 3.8
Roadway Geometric Considerations
Evaluate/Describe Roadway Geometric Constraints:
The general alignment of the stream approaches and leaves the roadway crossing on an extreme skew. It would be impracticable to install a culvert along this alignment as the skew would be
very large and straightening the stream too much may be detrimental to its stability.
