A preliminary in-depth review of that information has determined that the application is not complete and that additional information is needed. To continue the review,please provide the following additional information in a single.hard copy submittal packaae: 1. 15A NCAC 02H.1003 1(a); .1042 2(a)(iv);and GS 143-214.7(b2): The Phase 1 lot total has been revised to 67 Iots,as proposed on the plans,with each lot being allocated 400 sf However,the Typical RV Space Detail included on plan sheet 1 of 15 provides a RV dimensioned as 10' x 35' sf with 2 additional parking spaces each at 9' x 18' for a total of 674 sf BIM per lot. Please reconsider the total built-upon area proposed for the lots based on the typical RV space detail and the 67 proposed lots. 2. 15.A NCAC 02H.1003 2(b)-(c): In response to Item 5 of the previous request for additional information, it was noted that a 30' long culvert will be provided for RV spaces fronting any roadside swales to provide access to these lots.Low density projects are to be designed to maximize sheet flow. Stormwater that cannot be released as dispersed flow shall be transported in vegetated conveyances. Only a minimal amount of non-vegetated conveyances are allowable when it cannot be avoided. When comparing the width of the lots with the proposed length of pipe,the requirement to minimize non-vegetated conveyances within a low density development is not met. Please either reconsider the length of these pipes or the location of the swales to ensure the project meets the requirements of a low density project where piping is to be minimized. Alternatively,if the piping is to remain the area will need to meet the requirements of a high density project area.. 3. 15A NCAC 02H.1003 1(d)and(2): Item 1 of the previous request for additional information noted a substantial variation in land use throughout the project area as well as a natural drainage area boundary provided by the linear wetland feature,creating an area of high density. In response,it was described that the entire property is planned for an RV park with the same use and density. The response further explains that the construction of future phases will require the site to be modified to high density. If Phase 1 of this development has the same use and density planned of the entire site,which is reported to trigger the requirements for a high density development,then it seems that Phase 1 would also trigger high density. This reasoning is further supported by the variation in land use throughout the project area currently presented for Phase 1,the concentration and amount of built-upon area proposed,the location of the swales,the amount of piping shown on the revised plans,as well as the natural drainage area 0 North Carolina Department of Environmental Quality ! All of these prevent this project from meeting the requirements of a low density development,which is to not exceed the low density development thresholds,maximize sheet flow through vegetated areas,and minimize the channelization of flow. Please re-consider the site layout and drainage features based on the variation in land use and the natural drainage area boundaries to either demonstrate that the proposed project areas meet the requirements of a low density project or reconsider the proposed project to have both high and low density areas. The following items are required to complete the application documents. Please either submit these items along with the other requested information or, if not submitted,a permit condition will be added to the approval requiring these items to be submitted within 90 days of the date of this permit or prior to construction,whichever is earlier. 4. 15A NCAC 02H.1003(2), .1042(2)(j),and .1050(11)-(12)7 Please print the low density,and the swale tabs and print the pages as outlined below to pair up with the signed O&M Agreement already submitted. a. The provided operation and maintenance agreement does not include the maintenance requirements. Please click the red text to"Update O&M Manual"to add the applicable tabs with the maintenance requirements. Please print a copy of these tabs to pair up with the provided cover page. b. Since there is a low density component to this project,on the cover page of the operation and maintenance agreement,please select"Yes"for low density and select the type of low density in the description column to display the appropriate maintenance requirements. 5. 15A NCAC 02H.1042 2(gxiv)- The grading plan shows that swales are proposed however the associated proposed contours are not provided. Please provide the proposed contours and drainage patterns on the plans as required. 6. 15A NCAC 02H.1003 4(a), .1019 6(b),and .1042 2(g)(iii): If it has been determined that there are no surface waters within 50 of the project boundary,please provide a note on the plans that no surface waters exist or provide a citation of where this note can be located. 7. 15A NCAC 02H.1042(2). In addition to mailing a hard copy of the revised Supplement-EZ,please email , a pdf of the supplement form to the email address provided below so that it can be preserved electronically per the regulatory requirements. Please remember to confirm that any revised information is presented consistently throughout the application documents including calculations,supplements,narrative,and plans. Please also remember to provide two hard copies of any updated documents per 15A NCAC 02H.1042(2). All of the requested information listed above should be received in this Office by November 17,2022,in accordance with 15A NCAC 02H.1042(3)(aXi). The entire property is planned for a RV Park with the same use and density. Enclosed is an overall"concept"of the property as a RV Park that was used to obtain Special Use zoning approval through Onslow County. We are only building phase 1 of the project. Once this first phase is complete(and when there is more stability in our economy),the owner will proceed with other phases. Construction of future phases will at some point require the site to be modified to high density,and is why an area is set aside on the west side for a future BMP, if/when that should ever happen. For now, only Phase 1 is to be constructed,and the site as proposed meets low density criteria according to the rules. The project doesn't exceed the low density threshold, and we have maximized disperse flow as much as practical. The road loop layout allows for sheet flow on one side of the road and the other side has a road side ditch. The owner was considering curb&gutter or ditching on both sides,but settled on the drainage schematic as proposed to best meet low density rules for this initial phase. 2. There are 67 units proposed for Phase 1. Plans have been revised accordingly. 3. The site plans have been revised to show a typical RV space layout, and the RV space details have been revised as well. There could approximately be 1,200 sq.ft. of#57 stone on a RV lot as a worst case,but that could depend on a number of different factors beyond my scope of work. 4. 400 sq.ft. for impervious surface is sufficient and very conservative for the RV units, and temporary parking areas. The RV park also proposes nightly/temporary rentals and not just park models. 5. RV spaces fronting the roadside ditch section will have a 12"culvert, see revised site plan and detail sheet. 6. Proposed contours are not shown for clarity. The project grading follows natural conditions, and the spot grades and flow arrows are more than sufficient to determine drainage patterns. 7. The application has been revised to list Harold and Karen Shipp as the land owners, and Park City Property Investments,LLC as the developer. 8. Mr. Shipps suffix,phone number, and email have been added to the application documents. 9. The wetlands on site are not a surface water, or an intermittent stream, and clearly do not need determination from DWR. You can have personnel visit the site if you like,but I do not advise allocating time for this when everyone is short staffed. The 404 wetlands are also not in proximity of a blue line stream on the USGS map. 11. The trapezoid swale section has been added to sheet 11 of 15. 12. The boundary line has been clarified further on the sheet 2. The project boundary is the zoning boundary from the special use zoning approval by Onslow County. 13. To continue the review,please provide the following additional information in a single,hard copy submittal package: 1) 15A NCAC 02H.1003 1(d)and(2): In reviewing the submitted plans,there appears to be a substantial variation in land use throughout the project as well as a natural drainage area boundary provided by the linear wetland feature.For instance,this project proposes 80,954 sf of BUA,which is approximately 45%of the total 178,728 sf of BUA allowed,within approximately a quarter of the project area. Low density projects shall not exceed the low density development thresholds and are required to maximize sheet flow through vegetated areas and minimize the channeli7ation of flow.Based on the proposed site layout and grading plan,the variation in land use throughout the project area appear to prevent this site,as a whole,from meeting the requirements of a low density project.Please consider the variation in land use and the natural drainage area boundaries-to either demonstrate that the proposed project areas meet the requirements of a low density project or reconsider the proposed project to have both high and low density areas. 2) 15ANC.AC 02H.1003 1(a); .1042 2(a)(iv),and 2(g)(vi),and 2(f): The narrative and BUA calculations are based on a 66 lot development,however the plans detail 67 lots. Please confirm the intended design and ensure it is presented consistently. 3) G.S. 143-214.7(b2), 15A NCAC 02H.1042(2)(a),and.1042(2)(g)(v): The narrative discusses the use of#57 stone as a permeable surface,however the use of this surface is not shown on the plans. Please: a) quantify the proposed surface area in the application documents,such as the narrative b) show the extent of the proposed#57 stone area on the plans c) provide a cross-section detail of this surface in the plans to support that it meets the requirements to be considered a pervious surface. 4) 15A NCAC 02H.1003 1(a), .1042 2(a)(iv); and GS 143-214.7(b2): In addition to showing the extent of the proposed#57 stone area,the narrative states that each RV lot has been allocated 400 sf of BUA. The plan lot detail shows each RV area as being 10'x 35' sf Please demonstrate that the 400 sf area accounts for the largest size RV,including vehicle access,slide-outs,backing radius,etc. Please remember that areas not proposed in#57 stone that will be compacted by the weight of a vehicle are typically considered built-upon area. 5) 15A NCAC 02H.1003 2(b)-(c): The narrative nor the plans clearly present how the RV and passenger vehicles will enter and exit the lots that have roadside swales proposed.Low density projects are to be designed to maximize sheet flow, If stormwater cannot be released as dispersed flow, it shall be transported by vegetated conveyances;however only a minimal amount of non-vegetated conveyances and piping can be allowed for driveways when it cannot be avoided. For instance,lot 26 appears to have a 2' deep swale with no indication of how it will be crossed. 6) 15A NCAC 02H.1042 2(g)(iv): The grading plan shows that swales are proposed however the associated proposed contours are not provided. Please provide the proposed contours and drainage patterns on the plans (ex:the swale near lot 1 invert is 35.5,but surrounding grade is 37.3). 7) 15A NCAC 02H.1042 2(a)(vii-ix)and 2(c): Section III.1 of the application lists the property owner as Park City Property Investments,LLC. However,per the deed provided,the property owners of the tract are Harold Lee Shipp,Jr and Karen Lee Shipp. If the property has not been transferred to the LLC,please update Section III of the application to reflect the property owners and their relationship to the LLC as well as have the property owner(s)sign Section IX of the application. If the property has been transferred to the LLC, please provide a copy of this deed. 8) 15A NCAC 02H 1042 2(axvii): a) The supporting documentation lists Mr. Shipp as a.Jr;however,this suffix is not consistent tloughout the package. Please clarify if this is the same individual as the information and signatures are to be consistent throughout the package. b) In Section ICI 1(b)of the application,please provide an email address for the applicant. 9) 15A NCAC 02H 1003(2), .1042(2)(j),and 1050(11)-(12). The plans show that swales are proposed; however,the O&M EZ form indicates that only dispersed flow is provided Therefore,please update the O&M form so that the low density type includes the swale O&M requirements or otherwise matches the type of development proposed. 10) 15A NCAC 02H..1003 4(a), .1019 6(b),and .1042 2(g)(iii): a) The plans show an existing ditch,and areas of 404 wetlands. Please confirm if this feature is considered a perennial or intermittent surface water,or a stream with the Division of Water Resources. If the feature is considered to be surface waters,then please identify the required vegetated setback,measured from the top of the bank. Please note that this setback must remain vegetated. If this feature is not considered to be surface waters,then please provide a note on the plans that none exist or provide a citation of where this note can be located. b) The narrative notes a 30' vegetated setback for redevelopment projects. However,the narrative describes this site as undeveloped. If there is not a redevelopment portion to this project,then a 50' vegetated setback is required. Please clarify. 11) 15A NCAC 02H.1042 2(h)and(fy Plan sheet 4 calls for a 5' wide trapezoidal swale and references the detail on sheet 11;however,there is not a swale cross section detail within the plan set for this proposed feature. Please provide a cross section of the various proposed swales for this plan set and provide the related calculations based on the swale dimensions(such as bottom width)to demonstrate non-erosive velocity. 12) 15A NCAC 02H.1042(2)(g)(ii): The plans do not delineate the boundary between the two project areas. Please provide dimensioned project or project phase boundary with bearings and distances. 13) 15A NCAC 02H.1042 2(d): The coordinates provided in Section I.4 are located on the adjacent low density application package which was submitted separately. The 34.19 acre project is located approx. 1,495 feet west of the intersection of Belgrade-Swansboro Road (SR 1434) and NC Hwy 24. The site is undeveloped with trees covering a majority of the property. The existing topography is relatively level(less than 5% slopes). The site has infiltration quality soils, and ultimately drains to the southwest to an unnamed tributary of Queen Creek(Classified SA; HQW). Stormwater management is provided under the low density option of the Coastal Counties 15A NCAC 02H .1019 rule for"SA Water", which requires the project area to have a maximum built upon area(BUA) of 12 percent, maximized dispersed flow through vegetated areas (minimizing channelization), and a 30' vegetated setback for redevelopment projects. The project does not exceed 12% of impervious area, and stormwater runoff is transported by dispersed sheet flow to the roadside ditches before running off site towards Queen Creek to the southwest. Since the RV Park is for rentals only, no "lots"are being platted and the BUA for the rental spaces is approximated at 400 sq.ft.per space for a total of 26,400 sq.ft. total for the 66 spaces. RV spaces will also utilize 4"minimum of#57 stone on top of filter fabric for vehicle parking.
