Utley Creek WWTP Reclaimed Water Annual Report 2022
The Town of Holly Springs reclaimed water distribution system continues to grow. A total of less than
five -acre residential permits increased to 1,265. Over the last year all new permits are located in the 12 Oaks,
Trinity Creek, Hensley, and Addison Pond subdivisions. These subdivisions are still building and growing
along with the addition of new developments under construction for 2023.
The ORC for the reclaimed distribution system changed in 2022. Aaron Baker SI1011896 and WW4-
1007279. Back up ORC designation is Terry Foster S123920 and Casey Denton SI1007998.
Reclaimed water quality is monitored daily at the Utley Creek WWTP for total residual chlorine, pH,
temperature, and fecal coliform bacteria. The same measures of water quality are used during monthly sampling
taken directly at points of use within the distribution system. There was 1 fecal exceedance on Feb 151h of 140
colonies/ 100mL. This was due to operator error during sampling. A letter was sent to NCDEQ explaining the
exceedance and investigation.
In 2022, there was three reportable releases of reclaimed water. The three releases resulted in a total of
536,000 gallons. All three events were out of the Town of Holly Spring's control, as they were line breaks and
were reported to NCDEQ. The town is still reviewing our inspection policies to prevent further line breaks.
In 2022, there were no new bulk reclaimed water certificates issued.
The Town of Holly Springs continues to provide safe and affordable reclaimed water to its residential
and commercial users for approved uses detailed in the permit. Our priority is aiding in water conservation by
providing reclaimed water, while incentivizing use with reduced cost of use. Community outreach continues to
be an ongoing task to get the community informed and involved with the conservation efforts of the town.
