Meacham, Mayor City of Weldon PO Box 551 Weldon, NC 27890 Subject: Compliance Evaluation Inspection Weldon WWTP NPDES Permit No. NC0025721 Halifax County http://portal.ncdenr.org/web/wq/aps Phone: (919) 791-4200 Fax: (919) 788-7159 DONALD R. VAN DER VAART Secretary S. JAY ZIMMERMAN Director PAT MCCRORY GovernorKC Water Resources ENVIRONMENTAL QUALITY Division of Water Resources, Raleigh Regional Office, Water Quality Operations Section 1628 Mail Service Center, Raleigh. NC 27699-1628 Location: 3800 Barrett Drive, Raleigh, NC 27609 There was foam on approximately 15% of the surface of each basin. 4. The overflow weirs appeared to be level and clear of pin floc. Mr. Crowder stated they clean the weirs daily and power wash them monthly. 5. The effluent discharged appeared free of excess solids. No detrimental impacts to the Roanoke River were observed. 6. The facility has a 485,000 gallon positive placement air blower sludge tank. Mr. Crowder stated Synagro removed sludge from the facility approximately two weeks pnor to the inspection. Mr. Crowder stated the facility has their sludge hauled once a year. 7. A review of discharge monitoring report (DMR) data for the period January 2016 through September 2016 showed all required monitoring was performed and that the facility complied with all permit limits. On November 9, 2016, Stephanie Goss of the Raleigh Regional Office (RRO) conducted an inspection at the subject facility. The cooperation of Donald Crowder, operator in responsible charge (ORC), Robert Harris and Bobby Lyons was appreciated. Findings during the inspection were as follows. The current NPDES permit was issued effective August 1, 2012 and will expire March 31, 2017. You are reminded to submit a renewal application no later than 180 days prior to the expiration date as required by Part II, Section B.10. of your NPDES permit. The 1.2 mgd treatment plant consists of a mechanical bar screen, three influent pumps, pH adjustment with caustic as needed, dual oxidation ditches, two secondary clarifiers, effluent flow meter (30 degree V notch weir), chlorinator, sulfur dioxide dechlorination, aerobic digester tor sludge aerated digester holding tank, cascade aeration, 485,000 gallon positive placement air blower sludge tank and standby generator. The plant discharges to the Roanoke River, a class C stream in the Roanoke River Basin. 3. The two oxidation ditches appeared to be operating satisfactorily with one ditch actively aerating. 9. A cursory review of calibration logs showed acceptable calibration for the on-site parameters. 10. A 30-minute settling test result was 780 ml. The water on top was very clear and free of oils. 11. Mr. Crowder stated there is one industry in the City of Weldon: Roanoke Valley Energy Facility. Sincerely^ cc: 8. A cursory review of laboratory and DMR data for April 2016 showed consistent reporting of results. S.
