Review of the DMRs revealed consistent reporting of results as required by their permit.2. All logs and documentation was consistent and up to date.3. Bench data was found to be consistent with DMR data.4. 5. I. Wastewater freatment Plant site inspection: 1. 2 The influent and effluent flow meters were operational and calibrated annually. 3. Pat McCrory Governor fhe influent pump station contained three pumps alternating and one wet well. Pumps were operable and the wet well was free of excessive grease. The pump station is auto-dialer operational. Audible and visual alarm was available and operational at the time of the inspection. The Class III wastewater treatment plant was configured as per the permit and is classified as class III. Mr. Donald Crowder is the ORC and has a Grade 111 certification. The plant has several back-up ORCs listed, including Mr. William Hux, Grade II Certification, Mr. Brian Davis, In-training and Mr. Aundrea Boyd, In-training. Skvarla, III Secretary The Town of Weldon facility samples and analyses for field parameters, pH and Total Residual Chlorine. All field meters are calibrated daily and at every use and process control. Dates and times are documented and hand initialed. Buffers and standards are stored appropriately, fhe facility does the sampling. Meritech perform the analyticals for other permitted parameters and also collect the Low Level Mercury sample. The assistance offered by Mr. Donald Crowder and Mr. William Hux was appreciated. The facility was found to be in Compliance with permit NC0025721 at the time of this inspection. The facility utilizes one mechanical bar screen. Hie screen was free of excessive debris and appeared to be operating properly at the time of the inspection. Sincerely, Julia M. Meacham, Mayor Town of Weldon January 11. 2013 The facility has one aerobic digester. Capacity and mixing was adequate with very little odor at the time of the inspection. Synagro collects the sludge and land applies . The facility's stand-by power is checked weekly and ran under load monthly. The fuel vendor is local. The Generator was operable at the time of the inspection. The facility disinfects with Chlorine gas and de-chlorinate with Sulfur Dioxide. Disinfection and dechlorination was functioning properly at the time of the inspection. The Two final clarifiers were free of odor and excessive buildup of solids. The drive unit in both clarifiers was operational and the overflow was clear of excessive solids/pin floc. Both clarifiers have a sidewall depth of 11.5 feet had a blanket of 2.5 feet at the time of the inspection. Oxidation ditches was free of excessive solids build-up and was within an acceptable range of 1.0 mg/1 to 3.0 mg/1 at the time of the inspection. Wellman Town Attorney The town has contacted Meritech Laboratories concerning this matter and expressed our disapproval of this incident and requiring Meritech to begin collecting the mercury samples the first month of each quarter. The town has also written on the calendar to call Meritech the first month of each quarter to remind them of scheduling our sample collection and provide the town with a date the sampling will take place. Over the course of the last two years, Meritech has provided this collection and analytical service without incident. For the first quarter of 2013, the town failed to contact Meritech concerning the Low-Level Mercury sample and Meritech failed to schedule a collection date for the mercury sample.
