Myri Nisely of the Raleigh Regional Office conducted a compliance inspection of the Weldon WWTP facility with the help of ORC Donald Crowder and Laboratory Analyst Bill Hux. Their help greatly appreciated. The facility was in compliance. Attached is a checklist containing inspection details. In early 2007 the ORC implemented a plan for identifying and removing causes of limit violations at the request of this office. The plant has returned to compliance since that time. • In anticipation of the new Total Chlorine Residual limit in the ug/1 range, the facility has obtained the necessary meter and will obtain training by Greta Glover at the Roanoke Rapids Sanitary District soon. The plant is urged to begin measuring and controlling to 28 ug/1 even before the revised permit arrives to gain experience in meeting the requirement. The eventual limit will be either 17 or 28 ug/1. • Annual flow meter calibration will be required by the end of July 2009. A check of the meter against the staff gauge showed a difference of 1.2 %, well within the 10% tolerance. • We note that long time Backup Operator Russell Wheeler recently retired. William Hux is assuming this position, so please submit an operator designation form to the certification unit. Enclosed for your review are the required three copies of the Town of Weldon’s System Performance Annual Report. The Town s Collection system consists of five pumping stations and approximately 10 miles of pipes connecting homes and businesses to the Wastewater Treatment Plant. The pipes range in size from 8 to 12 inches in diameter. As is the case with the wastew'ater plant, heavy volumes of wastewater produce problems for the collection system as well. We check problem areas in the collection system as well as our pumping stations daily. As an added precaution, we have alarm devices at each pumping station, which is audible, visible and capable of dialing preprogrammed telephone numbers in case of emergency. During this 2008/2009 Annual Report year, the town did not have any reportable sanitary sewer overflows. Town of Weldon Wastewater and Collection System Annual Report July 2008 through June 2009 National Pollutant Discharge Elimination System (NPDES) Permit # NC0025721 Land Application Permit # WQ0002368, Collection System Permit # WQCS00115 The Town of Weldon owns and operates a Secondary Treatment Wastewater Plant designed to treat 1.2 million gallons of wastewater a day. The treatment process includes a mechanical bar screen, lor debris removal, pumping station, parallel biological treatment oxidation ditches, parallel clarification, solids treatment with land application, final chlorination, de-chlorination, and re-aeration processes. During this reporting year, we treated 358,065,000 million gallons of wastewater and averaged treating 0.981 million gallons per day. As you can see, this is well below our designed capacity. During this reporting year, we ran 9,048 tests of which we contracted out 1,548 tests on the wastewater treated. The Town was out of compliance twice this reporting period, one for exceeding our flow limit and one for exceeding our weekly fecal coliform bacteria limit. Subject: Recent Limit Violations on the June 2009 DMR Weldon Waste Water Treatment Plant (WWTP) NPDES Permit No. NC0025721 Halifax County Mr. Crowder began sending split samples to two other laboratories to identify the problem. It was eventually revealed that Microbac was using excess sulfite to dechlorinate samples before running the BOD, and this was giving false high answers. Once that practice was stopped, values returned to expected levels. Myrl Nisely was in communication with ORC Donald Crowder concerning June exceedances in the course of evaluating non-compliant test results from the Weldon WWTP. A problem was immediately detected in early June when BOD values dramatically increased on the day after the contract laboratory, Microbac, shifted testing from its Wilson facility to its Fayetteville laboratory. Mr. Crowder contacted Mr. Nisely as soon as the problem was realized, who then notified a DWQ Lab Certification auditor of the problem, as well.
