Box 551 Weldon, NC 27890 On February 23, 2004, Mr. Myrl Nisely of the Raleigh Regional Office conducted an annual compliance inspection of the Weldon WWTP facility. The assistance provided by Mr. Donald Crowder and Mr. William Hux was greatly appreciated. Beginning with this inspection, the Division of Water Quality is using a report form (attached) containing the questions asked during the inspection. Findings during the inspection were as follows: 3. A check of the flow meter showed 1.244 MGD by staff gage while the meter read 1.165, or a difference of 6.35%. This was within the 10% tolerance limit. The meter had been calibrated by a consultant in June, 2003. & 4 r 8. 11. The ORC logbook was signed and dated. Good detailed notes are kept on plant status. A review of self-monitoring DMR reports for the past 12 months show limit violations occurred as follows: April 2003 Fecal 6% over weekly limit and May 2003 BOD was 17% over the monthly limit and 64% over the weekly limit. Letters of NOV and/or NOVA were issued. Calibration of the D.O. meter is being done correctly except that the meter is unnecessarily being set outside the lab to be at the outdoor temperature prior to calibrating. As noted in the last inspection report, the calibration can be performed in the lab at ambient temperatures. DWQ has previously issued a notice of intention to enforce against the Town of Weldon for failure to install backup power for this wastewater treatment plant. In a letter of response, the Town committed to a schedule of events beginning with submittal of Complete Plans and Specifications by January 31, 2004. We are not aware that such plans have been received. Granting of regulatory approval was intended to be February 28, 2004, but this date will also not be met for lack of information. Please investigate that status of this project and provide an update to this office by March 5. 9. Review of self monitoring DMR reports for November, 2003 showed consistent reporting of results. NC 27699-1617 (919) 733-7015 Memo to File- Recon visit From: Jerry Rimmer DATE: May 27, 2004 Weldon NC0025721- Recon site visit during PCI May 4, 2004Re: Jerry Rimmer performed Pretreatment Compliance Inspection (PCI) at Weldon WWTP May 4, 2004. The PCI included a site tour of the wastewater treatment facility. The site was operating fully at time of visit. The influent screens area was clean and no odors present. Mr. Crowder explained how relocating the pH probe after the screen had stabilized their readings and he feels makes them more accurate now. The influent pumps were operating and cycling as required. The oxidation ditches were operating fully. The clarifiers wire clear, weirs level and discharge clear. The chlorination and de­ chlorination systems were operating properly. The sludge digester and storage tank had sufficient reserve capacity and area around the tank was clean at the time of this visit. The sludge is land applied, but was not being hauled at the time of the visit. The sludge drying beds were not being used at this time. The discharge location was clear and accessible. Security is adequate although some one had broken into the maintenance building and stolen some equipment the night before by breeching the locked fence and breaking out a door window. The town has received bids to install a back-up generator and plans to install by this summer. Biologists with the North Carolina Wildlife Resources Commission (Commission) have reviewed the Environmental Report with regard to the associated impacts of the project on fish and wildlife resources. Our comments are provided in accordance with provisions of the Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661 et seq.) and the North Carolina Environmental Policy Act (G.S. 113A-1 et seq., as amended; 1 NCAC-25). The Town of Weldon (Weldon) proposes to upgrade and expand their existing water treatment plant (WTP) from a 2.0 MGD capacity system to a nominal design capacity of 4.0 MGD. Weldon has reached 84% of the design capacity of the current WTP. In order to accommodate this expansion, the addition of new treatment as well as modifications to the existing plant will be required. The construction of two raw water storage lagoons, a pump control system at the raw water storage lagoons, high rate water filtration facilities, finish water storage, operations building and lab facilities, and modifications at the current water treatment facility are proposed. Upgrading and expanding the WTP will encourage future development from a broad, general standpoint due to the availability of potable drinking water over the planning horizon. The area proposed as location for the raw water lagoons and upgraded treatment facility is zoned 1-1, wooded, and lies partially within the 100-year floodplain. Sedimentation and erosion control measures will be in place during the construction of the raw lagoons to minimize siltation and erosion. Mitchell & Associates reviewed the site and determined no wetlands were in the vicinity, therefore no wetland impacts are anticipated. An environmental assessment conducted in 1993 for a water treatment upgrade listed no threatened or endangered species in the area. The Commission does not object to the expansion, upgrade, and proposed location of the water treatment facility. The construction of the raw water intake fecility in 1993 incorporated the installation of “Cook Screens" that were specifically designed to minimize entraimnent/impingement of fish eggs and larvae. The maximum through slot velocity of these screens is less than 0.5 feet per second, with a withdrawal capacity greater than 10 MGD. The proposed increase of raw water intake can still be accommodated by these screens. The current facility may not be pumping at rates that utilize the full 0.5 feet per second velocities. The Commission requests the town maintains the current velocities at the raw water intake facility by increasing pumping times instead of pumping rates. This modification would reduce a possible increase of entrainment and impingement at the raw water intake facility. Effluent generated from the WTP is returned to the Roanoke River via Weldon's WWTP, permitted for the discharge of treated effluent under North Carolina permit number NC0025721. The environmental report did not address whether or not the WWTP could accept an increased effluent volume from the WTP and still be incompliance under current operating practices. Our review of the permit indicates the WWTP may have the capacity to accept the volume increase, but we could not determine if treatment modifications at the WTP would affect tire WWTP s abilitv to remain in compliance. This matter needs to be explained in further detail before modifications are made at the WTP. Tire Commission encourages Weldon to evaluate and implement the preceding and additional mitigation measures for secondary- and cumulative impacts resulting from the proposed project. Weldon can reference these measures in Gindance Memorandum to Address and Mitigate Secondary and Cumulative Impacts to Aquatic and Terrestrial Wildlife Resources and Water Quality (see http://wwwncwildlife.org/pg073fyJldlifeSpeciesCon/pg7c3 impacts.pdf). By using these recommendations, both sustainable economic development and effective protection of fish and wildlife habitats can occur. We are also concerned that the project will have substantial secondary and cumulative impacts on fish and wildlife habitat in the region. Although the proposed project is not expected to stimulate rapid development, the large WTP capacity increase will eventually- facilitate development in Weldon, as yvell other future service areas in Halifax County. Effective mitigation measures should be implemented given the potential magnitude and extent of the project's effects on future development and the high ecological importance of the Tai’ and Roanoke Riyrer watersheds.
