Re: Audit of Credit Sales for Buck Swamp Mitigation Bank Site

Dear Mr. Hutton:

On August 30, 2022, and July 19, 2023, Katie Merritt with the Division of Water Resources (DWR)
notified Wildlands Holding II, LLC that DWR was performing an annual audit of all nutrient offset
and riparian buffer mitigation credit sales for all private nutrient offset and riparian buffer mitigation
banks in North Carolina. Along with this notification, Ms. Merritt requested all credit ledgers along
with all supporting documentation for all credit sale transactions for the following bank from
January 1, 2021, to December 31, 2022:

DWR received all the requested documentation and corrected ledgers. Findings from this audit
suggest that all credit sales from January 1, 2021, to December 31, 2022, are compliant.
