Good afternoon Camden,
DWR has finalized the audit for Nutrient Offset and Riparian Buffer Credit Sales for the Bethel Branch
(DWR ID# 2017-0887v2) mitigation bank from 1/1/2021 to 12/31/2022 based on the most recent ledgers
submitted to DWR which are attached and dated 9/3/2024. The audit results are provided below and
require further action from Wildland Holdings IV:
Bethel Branch Buffer Ledger
• Ledger transaction dated 11/28/2022 does not match the authorization certificate or the MCTC.
What date was payment received and credit transferred? Please verify and update accordingly.
Typically, DWR will expect that the MCTC represents the correct date since that is the official
receipt you provided to the permitee.
o Action item:
■ Verify and update the date that payment for credits were received for the Grant
Drive Phase 3 project/Chatham Park North Village
Project name for the 11/28/2022 transaction is listed as Chatham Park North Village on the ledger
and MCTC and as Grant Drive Phase 3 on the authorization certificate. The project name on both
the credit ledger and the MCTC should match the authorization certificate.
o Action items:
■ Action items: Update the credit ledger and MCTC to indicate the complete project
name for the 11/28/2022 credit sale
■ Reissue the MCTC to all applicable parties, including the Permittee, so that the
correct project is referenced on the MCTC tied to their permit
Once all action items are completed and supporting documents needed to verify corrections have been made are
provided to DWR, we can finalize the audit for this Bank.
