Joel Freeman of the City of Winston-Salem was present for the PCI. The purpose of this PCI was to determine the effectiveness of the City's pretreatment program,which includes the review of files, including industrial monitoring data,POTW plant performance,industry monitoring data,adherence to the enforcement response plan(ERP), an industry inspection,and other pretreatment elements as outlined by 15A NCAC 02H .0900. Background The city has twenty-seven(27) Significant Industrial Users(SIUs),ten(10) of which are categorical under federal regulations. The City of Winston-Salem's Publicly Owned Treatment Works(POTW) operates two Wastewater Treatment Plants(WWTP).Archie Elledge WWTP (NC0037834)is permitted for 30 MGD and Muddy Creek WWTP(NC0050342) is permitted for 21 MGD. POTW Interview There are no known POTW issues related to pretreatment at the time of this PCI. Pretreatment Program Elements Review The Headworks Analysis(HWA)renewals were submitted for both WWTPs on September 9th, 2022. The HWA renewals are currently awaiting review by the Division. The Industrial Waste Survey(IWS)was approved on August 1 lth,2022. The Enforcement Response Plan(ERP)was approved on February 5th, 2020. The Long Term Monitoring Plan(LTMP)was approved on March 51h,2019. LTMP File Review Findings The Division reviewed the LTMP from 2018 and found the PQLs to be out of date.A new PQL list was released in 2022. We request that the City of Winston-Salem revise the LTMP with the updated PQLs. The City of Winston-Salem also indicated that fluoride will be added to the list of Pollutants of Concern The Long Term Monitoring Plan(LTMP)is being conducted at the proper locations and frequencies. Industrial User Permit(IUP)File Review One(1)of the twenty-seven(27) SLUs was in significant noncompliance(SNC) in the last 2 semi-annual periods. Stratford Metal Finishing(IUP# 1152)was in SNC for limits violations. A review of the file for Liquid Environmental Solutions(IUP#2020)revealed that the monitoring data was well- organized and in compliance with pretreatment rules. A review of the file for Adele Knits,Inc. (IUP#2019)revealed that the monitoring data was well-organized and in compliance with pretreatment rules. A review of the file for Grass America Inc. (IUP#2103)revealed that the monitoring data was well-organized and in compliance with pretreatment rules. The slug control plan for Environmental Solutions (IUP#2020)was in good order. The slug control plan for Adele Knits,Inc. (IUP#2019)was in good order. The slug control plan for Grass America Inc. (IUP#2103)was in good order. Industry Inspection No industry inspection was conducted during this PCI. Action Items No action items are required. The industry files and sampling records are well organized, and Joel Freeman fosters good relationships with the industries in the pretreatment program. Please review the attached inspection sheet.
