Mr. Mega:
The purpose of this correspondence is to offer reply to your comments/additional
information requested in your letter of August 19, 2024. Responses below will be given
in the order of the items listed in your letter. The comments included in your letter which
pertain to aspects of the Soil Evaluation are as follows:
G. Soil Evaluation:
1. Ms. Dorothy Robson of the Raleigh Regional Office (RRO) conducted a site visit on June 17,
2024, reviewed the submitted application package, and provided the following comments:
a. The soil borings provided for the proposed facility do not match the soils located at the site.
Ms. Robson encountered partially weathered bedrock (PWR) refusal between 10 to 14 inches
with no substantial clay layer observed, as denoted in the soil borings. Please include on the soil
boring logs where the Applicant encountered PWR and update to match the soils/PWR observed
at the site.
b. Does the Applicant need to add fill due to the depth of PWR? Please explain why the proposed
drip irrigation areas do not require fill.
Piedmont Environmental Associates accompanied Ms. Robson on 7/31/24 as a follow
up to her field visit on June 17. At this time, Chris Murray and Ms. Robson visited
each of the Ksat locations in question and found soil conditions very similar to those
recorded on the original soil report.
It should be noted that in the June timeframe of Ms. Robson's original review visit
Chatham County was in a drought condition. Silty, slate -derived soils such as these
were very difficult to evaluate with hand augers during this time based on our own
field experience. During the joint late July visit, soil conditions were wetter,
allowing deeper/easier use of hand augers.

It should also be noted that Ms. Robson may have been in a different area of the lot
since she did not have the benefit of GPS at her first visit, and the Ksat nest location
flagging was not as clearly marked as it could have been.
For future submittals, we plan to flag the soil areas and Ksat test locations more
carefully so that follow up investigations are easy for division staff to conduct
without GPS.
Per the discussion above, we do not believe the addition of fill to be necessary.
