Carl Cheek (ORC) was present during the entire inspection. A review of available records, treatment facilities, storage facilities, and irrigation fields was completed. This review mostly reflected compliance with the subject permit. The following item of concern was noted: The sand filters did not appear to be operating properly at the time of inspection. The wastewater emitters were clogged creating either a slow trickle or a large, curved stream. Staff observed a large stream of effluent hitting the edge of the sand filter and running down the side causing a bypass. Per Permit Condition 111.12 " The Permittee shall not divert or bypass untreated or partially treated wastewater from the subject facilities." There was a leak at a pipe elbow on one of the sand filters, and vegetation was observed in the sand filters as well. Please clear any vegetation and blockages, as well as fix the PVC elbow in the sand filter treatment system. Additional information was received on September 4, 2024. DWR sent comments and revisions to Mr. Cheek on September 9, 2024. • Irrigation occurred during the inspection. No issues were observed.
