8. PROJECT SUMMARY: The applicant is proposing to reconfigure an existing docking facility with new
fixed pier, gazebo, floating dock and boatlift.

9. PROJECT DESCRIPTION:
The project site is located at 205 N. Lumina Ave., adjacent to Banks Channel, in Wrightsville Beach, New Hanover
County. To get to the site from Wilmington take US Hwy 74/76 to Wrightsville Beach. Travel across the drawbridge and
keep to the right. Continue to head east over Banks Channel Bridge. At the stoplight head east and travel north on N.
Lumina Ave. until you reach the property of interest, which will be located on the left. The property is adjacent to Banks
Channel on the west and N. Lumina Ave. to the east. The property is adjacent to residential properties on the north and
south sides. The current elevation of the property is approximately 5' above normal low water (NLW). The property is
approximately 8,500 sq. ft. in size. There is a three-story residential structure on the property. The highground vegetation
on the property consists mainly of lawn grasses and ornamental plants. The property has approximately 50 linear feet of
shoreline that is stabilized with a wooden retaining wall, landward of normal high water (NHW). There is a band of coastal
wetlands waterward of the retaining wall approximately 40'-50' in width, consisting primarily of Saltmeadow Grass
(Spartina patens). There is an existing access platform located on the landward side of the retaining wall that leads onto an
existing private pier that extends into Banks Channel a distance of approximately 195' in length by 6' in width. The pier
terminates into a covered "L-head" platform that is oriented towards the south. An access ramp leads toward the
highground onto an existing floating dock that runs along the southern side of the pier. There is an existing boatlift located
on the waterward side of the floating dock. The existing docking facility currently accommodates one (1) vessel. The
application states that the water depth around existing structures range from approximately -2 to -6' @ normal low water
(NLW). The existing docking facility currently encroaches into the adjacent riparian corridor 15' setback requirement
located to the north of applicant's property.
The Town of Wrightsville Beach Land Use Plan classifies the upland areas of this project as Developed. The waters of the
project site are classified as SB by the NC Division of Water Quality. The NC Division of Marine Fisheries has NOT
designated this area of Banks Channel as a Primary Nursery Area (PNA), and the waters adjacent to the proposed project
are Closed to the harvesting of shellfish.
PROPOSED PROJECT:
The applicant is proposing to reconfigure an existing docking facility with a new fixed pier, gazebo, floating dock and
boatlift. The application states that a section of the terminal end of the existing fixed pier along with gazebo, floating dock
and boatlift would be removed. Anew section of the fixed pier would take a slight "dog leg" towards the south and then
straightened out at the terminal end. The pier would then terminate into a covered "L-head" platform, measuring 16' in
length by 12' in width. An existing access ramp would lead onto a new floating dock, measuring 40' in length by 6' in
width, which would run in the same alignment as the pier. The existing boatlift, measuring 12' in length by 13' in width
would be re-installed on the southern side of the floating dock located on the landward end. The application states that the
new configuration would accommodate up to four (4) vessels. Also, the application states that the new configuration will
not encroach into the adjacent riparian property owners' corridor 15' setback requirement.
10. ANTICIPATED IMPACTS
The proposed reconfiguration would incorporate approximately 600 sq. ft. of Estuarine Waters and Public Trust Area. The
proposed structure would accommodate up to four (4) vessels. Minor increases in turbidity should be expected during
construction. The proposed structures would extend approximately 135 feet into a waterbody, which measures
approximately 800 feet across, which would conform with the 1/4 width rule. The structures would not exceed the Town
of Wrightsville Beach historical pierhead length and would not encroach into the 15' riparian corridor setback requirement.
