Good afternoon Camden,
DWR has finalized the audit for Nutrient Offset and Riparian Buffer Credit Sales for the Caraway Creek
(DWR ID# 2012-044v2) mitigation bank from 1/1/2021 to 12/31/2022 based on the most recent ledgers
submitted to DWR which are attached and dated 08/06/2024. The audit results are provided below and
require further action from Wildlands II, LLC:
Caraway Creek Buffer Ledger
Date on credit ledger and MCTC are different.
o Ode Town Master Plan Community (DWR #20210352) transaction on shows 7/21/2022 on the
credit ledger and 5/26/2023 on the MCTC. What date was payment received and credit
transferred? Please verify and update accordingly. Typically, DWR will expect that the MCTC
represents the correct date since that is the official receipt you provided to the permitee.
■ Action item: Verify and update the date that payments for credits were received for the
Project.
Caraway. Creek Nitrogen Nutrient Ledger
Two Mitigation Banks listed on MCTC
o The MCTC for the Timber Drive Apartments transaction dated 2/16/2021 shows receipt of
credit purchases from Caraway Creek and Old Savannah mitigation banks on the same
MCTC. DWR requires a MCTC for each bank that sells credits.
■ Action item: Issue a separate MCTC for each bank that sold credits to fulfill the
permit requirements to both the permitte and the applicable Local
Government/Municipality.
Once all action items are completed and supporting documents needed to verify corrections have been made are
provided to DWR, we can finalize the audit for this Bank.
