The Town of Enfield Wastewater Treatment Plant is a 1.0 MGD design capacity
facility. The facility treats a combination of domestic, commercial, and industrial
wastewaters. The current treatment scheme includes a mechanical bar screen, grit
removal system, activated sludge and secondary clarification. The treated effluent
is disinfected by chlorination followed by dechlorination through the use of Sulfur
Dioxide. Sludge stabilization is accomplished by an aerobic digester and sludge
thickening/holding tank. Stabilized sludge is currently land applied in liquid form on
permitted sites.

The North Carolina Department of Environment and Natural Resources
(NCDENR) regulates the Town of Enfield effluent discharge under the National
Pollutant Discharge Elimination System (NPDES). The NCDENR issued to the
Town a NPDES Permit, which includes water quality limits and sampling and
monitoring requirements. The NPDES Permit requires the Town to test more
than 13 different constituents in the treated water. The monitoring frequency for
these constituents are set at various intervals such as continuous, daily, weekly,
monthly, and quarterly. During the reporting period, the Town conducted 3,210
tests of the treated water before it was discharged to the creek. The WWTP
achieved a compliance level of 99.99% with the NPDES Permit requirements.
Following is a summary of the testing for the parameters, which are, assigned
Water Quality standards by the NPDES Permit. Please note the summary does
not include parameters, which incorporates a monitoring requirement only, nor
does it include daily process control testing.

station and effluent pump station.
James Pittman, former ORC, notified RRO on March 26. 2012, that he would no longer be ORC for
this facility, effective that date. Please send the RRO your plan for replacing Mr. Pittman with

generator has adequate capacity to run the plant, partially, but in a manner to achieve desired results.
12. The effluent pump station appears to be in good operational condition. The pumps are operable
however the audible and visual alarms are not in service. Please have the audible and visual
system repaired or replaced, notify the RRO when this is achieved. The effluent composite
sample is How proportional and collected below all treatment units.
13. The effluent pipe is located adjacent to a bridge on US 301, just south of town. The effluent
discharging into Fishing Creek appeared to be clear. The receiving water is free of foam and other

1 he inspection began in the treatment plant office. All paperwork was well organized and easily
accessible. Discharge Monitoring Reports were reviewed for compliance with permit limits and
monitoring requirements. Chain of custody records were available and found to be in order.
The facility uses a contract laboratory. Storage was kept at a temperature of 4.5 degrees Celsius.
The effluent composite flow proportional refrigerator temperature was 5.0 degrees Celsius. The
facility is field certified for performing Residual Chlorine. Settleable Solids, pH, DO and
Temperature. A check list was completed and forwarded to the DWQ Lab Certification Unit and
attached copy is available for your files.
The Grit removal system was out of service at the time of the inspection. Mr. Gorham, stated that
the Raleigh Regional Office (RRO) had not been notified of the that the component had been off
line. Mr. Gorham and I discussed his obligation to notify the RRO staff, when this occurs and also
to notify RRO, when the component is back on line. Please notify RRO when the Grit Removal
System is back on line.

Al. Antonio Gorham is taking his next test, he has been under the guidance of James Pittman
for over three years progressing towards this goal. This will provide the requirement of a Grade
III for this plant, in the mean time we have James Shoulders a Grade IV filling in as the ORC
before the 120 days expires and when Antonio Gorham is away during the those 120 days.
