NORTH CAROLINA Director Environmental Quality 9/11/2024 Via Electronic Mail(mshulerkmayodannc.org) Ms. Melody Shuler Town Manager Town of Mayodan 210 West Main Street Mayodan,NC 27027 Subject: Pretreatment Compliance Inspection Program: Town of Mayodan Wastewater Treatment Plant: Town of Mayodan WWTP NPDES#: NC0021873,Rockingham County Dear Ms. Shuler: On August 26t1i, 2024, a Pretreatment Compliance Inspection (PCI) was performed by Octavio Henriquez of the Central Office. Ms. Melody Shuler and Ms.Nadine Blackwell of the Town of Mayodan were present for the PCI. The purpose of this PCI was to determine the effectiveness of the Town's pretreatment program, which includes the review of program elements files,including industrial monitoring data,Industrial User Permit(IUP)file review, industry monitoring data,Long Term Monitoring Plant(LTMP)review,and other pretreatment elements as outlined by 15A NCAC 02H .0900. Background The city has three(3) Significant Industrial Users(SIUs), one(1)of which is categorically classified under Federal regulations. The Town of Mayodan's Publicly Owned Treatment Works (POTW) operates one Wastewater Treatment Plant(WWTP),the Town of Mayodan Wastewater Treatment Plant NPDES#NCO021873 POTW Interview There are no known POTW issues related to pretreatment at the time of this PCI. Pretreatment Program Elements Review The Headworks Analysis(HWA)renewal was submitted on July 8",2022. The HWA was approved on September 15th,2022. The Industrial Waste Survey(IWS)was last received on November 6th,2023.The current IWS is awaiting approval. The previous IWS was approved on January 8t1i,2019. The Sewer Use Ordinance(SUO)was approved on December 14th,2012. The Enforcement Response Plan(ERP)was approved on December 27ti', 2012. The current LTMP is awaiting approval. The previous LTMP was approved on June 14t",2017. LTMP File Review Findings The Division reviewed the LTMP submitted to the Division on January 31 St, 2024, and found the LTMP to be appropriate and adherent to NPDES requirements. The Division will deliver an approval letter for LTMP for the Town's records. Industrial User Permit(IUP)File Review None of the three(3) SIUs were in significant noncompliance(SNC)in 2023. A review of the file for Sans Technical Fibers, LLC (IUP# 0108) revealed that the monitoring data was well- organized and compliant with pretreatment rules.All files related to the industry were found to be complete and in compliance with state and federal regulations. A review of the file for Unifi Manufacturing,Inc.(IUP#0105)revealed that the monitoring data was well-organized and compliant with pretreatment rules.All files related to the industry were found to be complete and in compliance with state and federal regulations. A review of the file for Strum,Ruger&Company(IUP#0109)revealed that the monitoring data was well-organized and compliant with pretreatment rules.All files related to the industry were found to be complete and in compliance with state and federal regulations. The spill/slug control plan for Sans Technical Fibers,LLC (IUP#0108)was found to be satisfactory. The spill/slug control plan for Unifi Manufacturing,Inc. (IUP#0105)was found to be satisfactory. The spill/slug control plan for Strum, Ruger&Company(IUP#0109)was found to be satisfactory. Industry Inspection An industry inspection of Strum, Ruger & Company (IUP# 0109) was conducted during the PCI. Ms. Nadine Blackwell led the inspection for the Town of Mayodan. Ms. Caitlyn Gann of Sturm,Ruger&Company facilitated the inspection on behalf of the Industry.All parts of the inspection were satisfactory,with Ms.Blackwell exhibiting a comprehensive understanding of the inspection elements and procedures. Action Items No action items were identified by the Division during the PCI. Ms. Nadine Blackwell is the Pretreatment Coordinator in charge of the Program's compliance. Ms. Blackwell's expertise is evident in the Program's execution. All aspects of the program were found to comply with State and Federal rules. The Division would like to thank Ms. Blackwell for her dedication to the Town of Mayodan's Pretreatment Program.
