Project Description:
The current project (R-5840, PA 17-09-0019) is for the proposed addition and/or replacement ofpaved
shoulders along NC 9 in Polk County. The archaeological Area of Potential Effects (APE) for the project
is defined as an approximate 3.0-mile (4.83-km) long corridor running northwest to southeast along NC 9
from its intersection with NC 108 to US 74. The APE corridor is approximately 200 feet (60.96 m) wide,
extending 100 feet (30.48 m) on either side of the current center line.
SUMMARY OF ARCHAEOLOGICAL REVIEW
The North Carolina Department of Transportation (NCDOT) Archaeology Group reviewed the
subject project and determined:

RECOMMENDATION
TRC Environmental Corporation (TRC) conducted an intensive archaeological survey and evaluation for
proposed replacement and/or addition of a paved shoulders along NC 9 from NC 108 to US 74 in Polk
County. The archaeological field investigations were directed by Bruce Idol during January and February
2019. An NCDOT background review, supplemented by research performed by TRC, in the North
Carolina state archaeological site files, indicated that no known sites are within the APE, but one previous
investigation was carried out partially within the current project limits in 2006. This was for the Little
White Oak Creek (South Branch) stream restoration project (Pietak 2006).
The current survey recorded 12 archaeological resources include 11 precontact sites (31PL123 and
31PL125-31PL134) and one historic site (31PL124) (Table 2). All resources are recommended not
eligible for the National Register of Historic Places (NEHP) under all four (A—D) criteria. No further
archaeological investigations are recommended for this project as currently defined. In the event that the
APE changes, further archaeological studies may be necessary especially at sites (31PL126, 31PL130, or
31PL131) that extend outside of the current APE.
I concur with TRC's results and recommendations for this investigation.

TRC Environmental Corporation (TRC) has completed an intensive archaeological survey and evaluation
for proposed improvements along NC 9 from NC 108 southeast to US 74 in Polk County, North Carolina
(Figure 1). As specified by the NCDOT, the survey corridor (Area of Potential Effects [APE] for
archaeology) is defined as a 3.0-mile (4.83-km) long corridor approximately 200 feet (60.96 m) wide,
extending 100 feet (30.48 m) on either side of the existing NC 9 centerline (Figure 2) (Jones 2018a,
2018b). In total, the APE encompasses approximately 73 acres.
The survey identified 12 archaeological sites within the project APE (31PL123-31PL134) (Table 1;
Figures 2b, 2d-2f). These 12 resources are recommended not eligible under all four National Register of
Historic Places (NRHP) criteria, as defined within the project APE. Consequently, no further
archaeological investigations are recommended at those sites for the project as currently defined. If the
APE is modified at sites 31PL126, 31PL130, or 31PL131, additional survey or site delineation at those
locations may be necessary.

Background Research
Previous Archaeological Surveys and Previously Identified Sites. A map review and site files search
were conducted by Hannah P. Smith of TRC at the Office of State Archaeology (OSA) on January 24,
2019 and supplemented a previous NCDOT review. Only one known previous systematic archaeological
survey has been conducted that extends into the present APE; that was a 2006 survey conducted by
Edwards -Pitman Environmental for the Little White Oak Creek (South Branch) stream restoration project
(Pietak 2006). That work resulted in the identification of one archaeological resource (31PL55, a
precontact period isolated find) located about 200 feet outside of the present APE. Isolated find 31PL55
is represented by a single rhyolite flake from a shovel test on a ridge sideslope (Pietak 2006:16).
No previously recorded sites are situated within the current project APE, and only five sites (31PL6,
31PL55, and 31PL71-31PL73 (Table 2) are located within a one -mile radius of the APE.
Site 31PL6 is a multicomponent precontact period site situated on White Oak Creek (Moore and Ruff
1979; O'Neal 1979). The site is known from previous surface collections, which include Archaic and
Early to Middle Woodland projectile points and numerous unanalyzed ceramic sherds. The NRHP status
of 31PL6 is considered unassessed. The other three sites (31PL71-31PL73) were recorded during a 2015
survey for a proposed natural gas pipeline replacement project and an associated compressor station
(Nagle and Carpini 2015a, 2015b). All are considered not eligible for the NRHP. Site 31PL71 is an

abandoned cemetery of unknown age and cultural affiliation located on a forested hilltop near Silver
Creek Road. It is represented by multiple fieldstones that appear to represent head and footstones (Nagle
and Carpini 2015a). Site 31PL73 is represented by a low -density surface scatter of precontact lithic and
19t'' to 20t'' century Euro-American artifacts on an eroded hillslope; temporally diagnostic artifacts include
a Guilford lanceolate projectile point (Middle Archaic period), undecorated whiteware, and alkaline
glazed stoneware (Nagle and Carpini 2015b). Finally, site 31PL72 is an isolated 19f' to 20f' century
historic artifact.

Structures. A review of the North Carolina State Historic Preservation Office (SHPO) online database
(HPOWEB 2018) identified one previously recorded property within the current APE, the Mill Spring
Sandwich Shop (PL0186) (Figures 2a, 3 and 4); it does not appear to have been assessed for NRHP
eligibility (HPOWEB 2018) and is considered unlikely to have associated significant archaeological
resources (Jones 2018b). In addition, the Jones -Waldrop House (PLO194) is an NRHP-eligible resource
located on the west side of John Shehan Road (SR 1324) at its intersection with NC 9 (Alexander 2015)
(Figure 2f and 5), but the property (including the actual house) is primarily outside the archaeological
APE for the project.
Cemeteries. No cemeteries are depicted within the APE on historical or current USGS quadrangles
(USGS 1982a, 1982b), and none of the relatively few cemeteries recorded on known inventories (e.g.,
(http://www.usgwarchives.net/nc/Polk/polkcemeteries.html; http://cemeterycensus.com/nc/Polk/
index.htm) for Polk County appear to be situated within or near the APE.
Historic Map Review. There are no known 19t' century maps that depict details of the project area. The
earliest USGS topographic map of the area is the 1907 Saluda 30-minute series (1:125,000) quadrangle
(USGS 1907), which shows a network of roads (including a forerunner of NC 9 that does not closely
reflect its current alignment), scattered farmsteads, and the community of Mill Spring (Figure 6). Given
the scale of that map and the subsequent changes to the configuration of NC 9, it is not possible to
correlate any specific existing structures with those depicted on the 1907 map.
The later 1923 soils map for Polk County shows the same level of development and similar road
configurations (Figure 7) (Lee and Davison 1923). NC 9 was established in its current alignment by 1937
when it was renumbered between the state line and Lake Lure (Mapmikey and Prince 2006). A 1959
USGS quadrangle (1:24,000) (USGS 1959) (Figure 8) depicts the modern configuration of the highway as
well as an increasing number of structures along the road, similar to the pattern shown on modern USGS
quadrangles (Figure 9).
Soils. On-line soils data show eight soil types within the project area, including Chewacla loam, 0-2%
slopes (ChA); Dorian -Roanoke complex, 0-6% slopes (DoB); Grover loam, 25-45% slopes (GrE);
Hiwassee clay loam, 2-8% slopes (HwB2) and 8-15% slopes (HwC2); Madison sandy clay loam, 8-15%
and 15-25% slopes, (MaC2, MaD2); Riverview loam, 0-2% slopes (RvA); Skyuka clay loam, 2-8%

slopes (Skl32); and Udorthents, loamy (Ud). Much of the project area contains well drained soils,
including those of the Grover, Hiwassee, Madison, Riverview, Skyuka, and Udorthents soil groups
(USDA NRCS 2018).
The Dorian -Roanoke soils are moderately well drained to poorly -drained fluvial soils found on stream
terraces, while the Chewacla soils are somewhat poorly drained, formed in alluvium on floodplains, and
are occasionally flooded. Riverview soils are loamy alluvial soils found in elevated settings on
floodplains but are occasionally flooded. The Hiwassee and Skyuka soils are found on stream terraces
and formed in old alluvium (quite likely of Pleistocene origin based on soil development characteristics).
The other three soil types include Grover loam and Madison sandy clay loam, which are formed in
residuum on ridges and side slopes (Grover loam) or gently sloping to steep uplands (Madison sandy clay
loam), and Udorthents soils, which are disturbed soils or fill or spoil deposits (USDA NRCS 2018).
Fieldwork Results
The project APE extends from the NC 108 intersection in the Mill Spring community southeast to US 74
in Polk County. Most of the APE is situated either in pasture or wooded areas, but the APE also traverses
residential and small commercial properties, particularly in the western portion of the APE corridor
(Figures 10-13).
The field survey included shovel testing at 15-m intervals along two transects within the APE (one
situated on either side of the existing NC 9), as well as visual inspection and a walkover of the entire
APE. Portions of the APE were not suitable for shovel testing due to steep slopes, impervious surfaces,
and substantially disturbed or developed areas. Other substantial areas alongside the highway have been
modified for residential or commercial development, including paved or graveled driveways or parking
areas, cut roadside banks, and areas that have been graded and filled, such as the grounds of Polk Central
Elementary School.
The shovel tests measured at least 30 cm in diameter and were excavated to subsoil or bedrock or a
minimum depth of 75 cm below surface (cmbs). All soils that were not obvious fill were dry -screened
through 1/4-inch mesh. Standard techniques were used to describe each shovel test in terms of depth,
stratigraphy, and artifact recovery. When artifacts were encountered, additional shovel tests were
excavated in a cruciform pattern at 7.5-m intervals (and occasionally 5-m intervals) that maximized
coverage of the sites within the APE. Five parcels, including two pasture areas protected by electric
fencing and certain fenced residential yards (e.g., Figures 14 and 15) could not be accessed for survey due
to the inability to locate the landowner or general safety concerns. These five parcels are shown on
Figures 2a, 2c, 2d, and 2f.
The survey involved the excavation of 474 shovel tests (including delineation tests) (Figure 2). No test
units were excavated as part of the survey.
Archaeological Sites. The survey identified 12 previously unidentified archaeological resources
(31PL123-31PL134) within the project APE (see Table 1; see Figures 1 and 2). Of the 12 archaeological
sites identified, 11 contain precontact components only, and only one (which is represented by an isolated
premodern artifact) represents a historic Euro-American component.
These sites are discussed from north to south along the Project corridor.

Description. Site 31PL134 is a precontact period site with a Middle Archaic component located on a
ridge side slope north of NC 9 and west of an unnamed second order feeder of South Branch Little White
Oak Creek (see Figures 1 and 2b). The site is bounded by negative shovel tests to the east and west, by
the graded NC 9 Right-of-way (ROW) and a negative shovel test to the south, and by a negative shovel
test to the north. It is situated in pasture (Figure 16).
Shovel tests encountered a typical A/B horizon soil sequence consisting of a 20 to 32 cm thick, dark
brown (7.5YR 3/3) compact sandy loam plowzone, overlying dark red (2.5YR 3/6) clay loam (Figure 17).
This soil sequence is compatible with the Skyuka series.
Eight shovel tests (STs 170-177) were excavated at 15- and 7.5-m intervals (Figure 18), and one of these
(ST 171) produced two pieces of quartz debitage from the plowzone (Table 3). In addition to these
artifacts, a complete quartz projectile point (Morrow Mountain) was collected from an animal trace
adjacent to ST 174, despite a near absence of any surface visibility in the small pasture (Figure 19).

Summary and Recommendations. Site 31PL134 is represented by two pieces of unmodified debitage and
a Morrow Mountain projectile point, which is diagnostic of Middle Archaic period occupation. The
presence of few artifacts is consistent with dispersed and transitory occupation, and there does not appear
to be any potential for significant preservation. Site 31PL134 is unlikely to provide any new or
significant information concerning Middle Archaic or other precontact period occupations in the region
and is recommended not eligible for the NRHP under all four criteria. No further investigation is
recommended at this location.

Description. Site 31PL133 is represented by an isolated lithic artifact found on the north side of NC 9 on
an upland stream terrace east of an unnamed second order feeder of South Branch Little White Oak Creek
(see Figures 1 and 2b). Situated in an extended lawn area (Figure 20), the only artifact recovered was a
single piece of quartz debitage from a shovel test. The site is bounded by consecutive negative shovel
tests to the east, negative shovel tests and the stream to the west, the graded NC 9 ROW to the south, and
by negative shovel tests and the APE limits to the north.
Soils in the single artifact -generating test consisted of a 38-cm thick dark brown (7.5YR 3/3) sandy loam
plowzone (Ap horizon) overlying a reddish yellow (7.5YR 6/8) sandy clay loam B horizon (Figure 21).
This test and most others encountered soils consistent with Skyuka clay loam (USDA NRCS 2019). The
quartz artifact was found in the plowzone (in ST 163), and none of the other shovel tests (STs 162, 164-
168) that were excavated at 15-m to 7.5 m intervals at the location produced artifacts (Figure 22; Table 4).
One shovel test situated closer to the stream (ST 165) encountered a soil sequence that appears consistent
with soils of the Dorian -Roanoke complex (DoB, 0-6 percent slopes). This consisted of a 40-cm thick
brown plowzone that overlay yellowish brown (10YR 5/6) coarse sand to a depth of 85 cm. This in turn
was underlain by grayish brown (IOYR 5/2) coarse (and wet) sand. Both of the lower strata contained
occasional illuvial bands or lamellae.

the plowzone. It does not appear to be of any further value to research and is recommended not eligible
for the NRHP under all four criteria. No further investigation is recommended at this location.

Description. Site 31PL132 is represented by an isolated lithic artifact found on a ridge side slope (or
narrow colluvial bench) on the north side of NC 9 (see Figures 1 and 2d). The location overlooks an
unnamed first -order tributary of South Branch Little White Oak Creek to the west and is situated in a
fallow agricultural field (Figure 23). The site is bounded by consecutive negative shovel tests to the
north, east and west, and by a negative shovel test and the highway cut to the south.
Shovel tests situated on a relatively level step or bench on the western aspect of the side slope (e.g., STs
85, 135, and 137) encountered a 30- to 42-cm thick modern plowzone composed of reddish brown
(2.5YR 4/3) sandy clay loam. This top stratum overlay a slightly darker buried A horizon (Ab horizon)
composed of dark reddish brown (2.5YR 3/3) sandy loam (Figure 24). This stratum (where present) was
between 26 to 29 cm thick and overlay dark reddish brown (2.5YR 4/4) clay loam at a depth of 60 to 71
cm below surface. Other shovel tests (those on more sloped areas) encountered a typical AB horizon soil
sequence consisting of a 23- to 38-cm thick plowzone overlying the B horizon, which reflects the mapped
soil type description. The presence of a buried soil horizon indicates some isolated local anomaly,
possibly related to historic colluvium. (Similar deposits were recorded at a few other locations within the
project APE, but none of these produced artifacts.)
Of the seven shovel tests (STs 84-86, 134-137) that were excavated at the location, only one (ST 85)
produced artifacts (Figure 25). One piece of quartz debitage was recovered from the Ab horizon in that
test (Table 5).

Summary and Recommendations. Site 31PL132 is represented by a nondiagnostic quartz artifact that was
found in a buried A horizon. Only one of the three tests that encountered this stratum produced artifacts,
and the Ab horizon does not appear to be associated with any substantial past human activity. The origin
of the isolated artifact is unclear. Site 31PL132 is unlikely to provide any significant or new information
concerning precontact occupations in the area and is recommended not eligible for the NRHP under all
four criteria. No further investigation of this area appears necessary.

Description. Site 31PL131 is a precontact period lithic site of unknown component affiliation located on
a small, elevated ridge spur south of NC 9 (see Figures 1 and 2e). It is situated in an abandoned and
untended pasture (Figure 26). The site is bounded by negative shovel tests to the east and west, by the
graded highway cut to the south, and by the APE limits to the north.
Shovel tests encountered an 11- to 34-cm thick (median of 24 cm thick), dark reddish brown (2.5YR
2.5/3) sandy loam plowzone overlying red (2.5YR 4/6) clay loam or clay (occasionally associated with
saprolitic rock) (Figure 27). The excavations encountered an A/B horizon soil sequence that appears
consistent with the mapped soil type. Those few artifacts present were found in the plowzone.
Twenty-five shovel tests (STs 57-61, 114-133) were excavated across the site at 15-, 7.5-, and 5-m
intervals (Figure 28). Seven of these tests generated totals of 10 lithic artifacts, which include a

Description. Site 31PL130 is a precontact period site of unknown component affiliation located in
pasture on a ridge side slope south of NC 9 (see Figures 1, 2e, and 30). Most of the associated artifacts
were found on a relatively level area (broader than a bench) that overlooks the descending slope toward
the stream. The site is bounded by negative shovel tests to the east and west, by the NC 9 ROW cut on
the north, and extending outside of the APE to the south. Previously recorded site 31PL55 is situated
approximately 200 feet southeast of 31PL130 (Pietak 2006); although it appears to be situated on a
different landform than 31PL130, it is possible that any systematic investigation between the two
locations (especially on the higher part of the ridge) would encounter artifacts.
Shovel tests in the pasture generally encountered a 16 to 39 cm thick, dark reddish brown (5YR 3/3)
sandy loam plowzone that overlay dark red (2.5YR 3/6) clay loam (Figure 31). The shovel tests
encountered soil sequences that are broadly consistent with the mapped soil type. One test (ST 205)
encountered impenetrable fill associated with a gated pasture entrance.
Twenty-seven shovel tests (STs 82-84, 210-232) were excavated across the site at 15-, 7.5-, and 5-m
intervals (Figure 32). Seven of these generated totals of eight lithic artifacts from the plowzone (Table 7).
The artifact assemblage is limited to unmodified debitage (six quartz, one chert, one metavolcanic
material). The chert resembles varieties found in the Ridge and Valley province in eastern Tennessee
(e.g., Kimball 1985; Sweat 2009), and the metavolcanic flake resembles rhyodacite found in the Carolina
Slate Belt to the east of the project area (e.g., Daniel and Butler 1996; Hanna and Bradley 2015; Moore
2010; Steponaitis et al. 2006).
Summary and Recommendations. Site 31PL130 is represented by a few nondiagnostic lithic artifacts that
appear to result from a limited number of site visits and likely reflect general foraging -related activities
(including stone tool production) in upland settings. The associated artifact types are not typically
correlated with subsurface features, and modern agriculture appears to have eradicated any meaningful
patterning. Site 31PL130 is unlikely to provide any significant or new information concerning the
precontact occupation of the area and is recommended not eligible for the NRHP under all four criteria.
No additional work is recommended at 31PL130 in association with the current project as presently
defined. In the event that the APE is expanded to the south, additional survey and site delineation are
recommended.

Description. Site 31PL129 is a precontact period site of unknown component affiliation located in
pasture on a ridge side slope south of NC 9 and Polk Central Elementary School (see Figures 1 and 2e).
The site is bounded by negative shovel tests to the east and west, by the graded NC 9 ROW and negative
shovel tests to the north, and the APE limits to the south (Figure 33).
Shovel tests in the pasture encountered a typical A/B horizon soil sequence, consisting of a 2 1 - to 36-cm
thick, dark reddish brown (5YR 3/3) sandy loam plowzone that overlies dark red (2.5YR 3/6) clay loam
(Figure 34). A shovel test placed at the fence line encountered a 30 cm thick fill layer that capped a
sequence similar to that encountered elsewhere on the site. The recorded soil sequences match the
description of the mapped soil type.
Twelve shovel tests (STs 73-76, 202-209) were excavated across the site at 15- and 7.5-m intervals
(Figure 35). Only two of these (both of them initial transect tests) produced artifacts (one piece of chert
debitage and one of quartz) from the plowzone (Table 8).

negative shovel tests to the east and west, the graded NC 9 ROW to the north, and by a negative shovel
test and the APE limit to the south.
One piece of quartzite debitage was found in a shovel test (ST 61). Soils at the location consisted of a 26-
cm thick dark reddish brown (5YR 3/3) sandy loam plowzone that overlies dark red (2.5YR 3/6) clay
loam, which is consistent with the mapped upland soil type. None of the other shovel tests (STs 60, 62,
198-201) produced artifacts (Figure 37; Table 9). The quartzite flake was found in the plowzone.

Description. Site 31PL127 is a Middle Archaic period site located on a ridge spur or bench south of NC 9
that overlooks South Branch Little White Oak Creek (see Figures 1 and 2e). The site is situated in pasture
and is bounded by negative shovel tests to the east and west, by the graded NC 9 ROW cut to the north,
and the APE limits to the south (Figure 38). Site 31PL127 is separated from 31PL126 by the highway cut
and it is possible that these were once part of a continuous artifact scatter. Examination of the exposed
surface along the pasture fence line encountered no artifacts.
Shovel tests encountered a 15- to 30-cm thick dark reddish brown (5YR 3/3) sandy loam plowzone that
overlay dark red (2.5YR 3/6) clay loam (Figure 39). The excavations encountered soil sequences that are
broadly consistent with the mapped soil type. All of the artifacts were found in the plowzone, which was
somewhat shallower in those tests that produced artifacts.
Twenty-two shovel tests (STs 52-55, 180-197) were excavated across the site at 15-, 7.5-, and 5-m
intervals (Figure 40). Five of these generated totals of 10 lithic artifacts (Table 10), including a
fragmentary Morrow Mountain projectile point made of quartz (Figure 41). The other nine artifacts are
unmodified debitage, including six of quartz and three of metavolcanic material. The latter resembles
rhyodacite from the Carolina Slate Belt, a geological formation found east of the study area in North and
South Carolina (e.g., Daniel and Butler 1996; Hanna and Bradley 2015; Moore 2010; Steponaitis et al.
2006).
Summary and Recommendations. Site 31PL127 is represented by a small number of lithic artifacts that
were found in relatively shallow (and formerly plowed) subsurface contexts and includes a Middle
Archaic (Morrow Mountain phase) component. The associated artifact types are not typically correlated
with subsurface features and none were found in any intact context. Site 31PL127 is unlikely to provide
any significant or new information concerning precontact occupations in the area and is recommended not
eligible for the NRHP under all four criteria. No further archaeological investigations are recommended.

Description. Site 31PL126 is a precontact period site of unknown component affiliation located on a
ridge side slope north of NC 9 (see Figures 1, 2e and 42). The site is bounded by negative shovel tests to
the east and west, by the graded NC 9 ROW to the south, and by the APE limits to the north (Figure 40).
It is situated in pasture within an area of heavy secondary growth. A similar site (31PL127) is found
south of the highway (on a small ridge spur or bench), and the two site locations may have once been
linked by a continuous artifact scatter.
Shovel tests encountered a 20- to 48-cm thick (median 28 cm thick), dark reddish brown (5YR 3/3) sandy
loam plowzone that conformably overlay dark red (2.5YR 3/6) clay loam (Figure 43). This typical A/B
horizon soil sequence is consistent with the mapped soil type. Although the thickness of the upper
stratum varied across the site, the artifacts were all found in very shallow subsurface contexts. The
varying thickness of the A horizon (all apparently plowed in the past) is attributable to differential
colluvial accumulation and degree of disturbance over the area.
Twenty-two shovel tests (STs 40-43, 96-113) were excavated across the site at 15- and 7.5-m intervals
(Figure 40). Five of these generated totals of five lithic artifacts (Table 11). All of the artifacts were
found in the plowzone, and include a small, notched triangular projectile point made of light gray to white
chalcedony and four pieces of quartz debitage (Figure 44). The projectile point is considered ambiguous

Description. Site 31PL124 is represented by an isolated historic period artifact found on a low, upland
saddle on the south side of NC 9 (see Figures 1, 2f). The site is situated in pasture and is bounded by
negative shovel tests to the east and west, by the graded portion of the NC 9 ROW to the north, and by the
APE limits and a negative shovel test to the south (Figure 48).
Shovel tests at the location encountered a 13- to 35-cm thick, dark brown (7.5YR 3/4) sandy loam
plowzone overlying red (2.5YR 4/6) clay loam; this sequence is identical to that encountered at nearby
31PL123 and conforms to the Hiwassee series soil type description. A shovel test placed between the
pasture and the road cut encountered a 35-cm thick layer of graded fill that overlay brown (7.5YR 4/4)
sandy loam (the former plowzone) that extended to 70 cm below surface. This overlay the clay loam B
horizon that was encountered across the site.
Seven shovel tests (STs 20-22, 176-179) were excavated at 15- and 7.5-m intervals (Figure 49). One of
the initial transect shovel tests (ST 21) produced an undecorated pearlware sherd from the plowzone
(Table 13; Figure 50). Pearlware is a variety of refined earthenware that was manufactured between ca.
1780 and 1830 (Miller 1987), and the sherd represents the base of an unidentified vessel type. There is no
evidence of any associated habitation, and the landform appears to be an unlikely location for any former
structure. The artifact is likely the result of secondary discard at some distance from any habitation; it is
possible that it is related to the occupation of the Jones -Waldrop house (PL 194) across the highway; an
early iteration of that structure appears to date to the early 19th century (Alexander 2015:15).

Summary and Recommendations. Site 31PL123 is represented by two pieces of unmodified quartz
debitage found in the plowzone. This site is a low -density artifact scatter that produced no diagnostic
artifacts, and like similar sites in western North Carolina, it appears to be of no further research value.
Site 31PL123 is recommended not eligible for NRHP under all four criteria, and no additional work is
recommended.
Summary and Recommendations
The intensive archaeological survey and evaluation for proposed improvements along NC 9 (TIP R-5840,
PA 17-09-0019) discovered 12 previously unidentified archaeological sites (3IPLI23-31PL134) within
the project APE. All of the sites are characterized by low artifact density in plowed soils. Based on the
results of field survey, these 12 resources do not appear eligible for the NRHP, and no additional
archaeological investigations are recommended at the sites for this project.
All 12 sites (3IPLI23-31PL134) are recommended not eligible under the four NRHP criteria as
represented within the project APE. No further archaeological investigations are recommended at those
sites as currently defined. In the event that the APE is modified at sites 31PL126, 31PL130, or 31PL131,
however, additional survey or site delineation at those locations may be necessary.
Five survey parcels could not be examined due to lack of landowner permission. Given the overall
project results, no additional efforts to survey any of these parcels is recommended.
