Muni#2021-02549 Location: Green Hills Rd Submitted By: Kevin Varnell, Stocks Engineering Disturbed Area: 8.95 acres To Whom it may concern: This office has reviewed the subject erosion and sedimentation control plan sealed by J. Michael Stocks, PE on October 5, 2021. We find the plan to be acceptable and hereby issue this letter of approval. This letter of approval shall be valid for a period not to exceed twenty-four months or the time required for the proposed construction activities, whichever comes first. Please be advised that Section 801, Sub-section E12 of the City of Rocky Mount's Land Development Code(hereinafter referred to as LDC)requires that a copy of the approved erosion control plan be on file at the job site. Also, you should consider this letter the notice required by the LDC, Section 802, Sub-section Q 1 of our right of periodic inspection to ensure compliance with the approved plan. The City of Rocky Mount's Sedimentation Pollution Control Program is performance oriented, requiring protection of the natural resources and adjoining properties. If following the commencement of this project,it is determined that the erosion and sedimentation control plan is inadequate to meet the requirements of the Soil Erosion and Sedimentation Control Ordinance of the City of Rocky Mount(Section 801 of the LDC,also NCGS 113A-51 through 66,)this office will require revisions to the plan and implementation of the revisions to ensure compliance with the Ordinance. Performance Reservations for this plan are included as part of this approval. The developer is responsible for the control of sediment on-site. If the approved erosion and (252)972-1121 / 331 S Franklin St,PO Box 1180,Rocky Mount,NC 27802-1180 / www.rockymountnc gov sedimentation control measures prove insufficient, the developer must take additional steps necessary to stop sediment from leaving this site. Each sediment storage device must be inspected after each storm event. Maintenance and/or clean out, is necessary anytime the device is at 50% capacity. Please note that attached to this Letter of Approval is an NPDES Stormwater Discharge Permit for Construction Activities,which was revised by the Division of Water Quality on August 3,2011. Because this project includes land-disturbing activities totaling one or more acres, this permit is required in addition to a Sedimentation and Erosion Control Permit. Please read and become familiar with the monitoring, maintenance, and record keeping requirements noted in the attached General Permit. Effective October 1,2010,North Carolina General Statute requires that persons responsible for land- disturbing activities of one acre or more inspect the subject site following each phase of construction to ensure that the approved erosion and sedimentation control plan is being followed. I have enclosed information sheets explaining this requirement and the required self-inspection form. The City of Rocky Mount will also be conducting sedimentation and erosion control inspections. Please be aware that this approval is based in part on the accuracy of the information in the Financial Responsibility/Ownership Form,which you have provided. You are required to file an amended form if there is any change in the information included on the form. Also,please note that this approval does not relieve the permittee of the responsibility to obtain any other Federal, State,or Local approvals or permits. The responsible party may need to contact the appropriate Federal, State, and Local agencies prior to beginning work. This approval does not permit the construction of any impervious surface,nor does it allow for the placement of fill in any area for which a floodplain development permit is required. In addition,LDC Section 801-E l0 requires that you notify this office of the proposed starting date for this project.
